Duties
This position is located in the Training Services Bureau (TSB), Office of
the Chief Administrative Officer (OCAO), in the United States Capitol Police
(USCP). The primary mission of the USCP is to protect life and
property; prevent, detect, and investigate criminal acts; and enforce traffic
regulations throughout a large complex of Congressional buildings, parks, and
thoroughfares. The TSB is responsible for preparing Department employees to act
decisively and correctly in a broad spectrum of situations, improving overall
productivity and effectiveness, and fostering cooperation and unity of purpose.
TSB is also responsible for planning, developing, and implementing
Department-wide training programs. The Bureau is divided into four Divisions:
Entry—Level Training, In-Service Training, Physical Skills, and Federal Law
Enforcement Training Center (FLETC) Liaison.
Qualifications
In order to qualify, you must meet the education and/or experience requirements described below.For the CP-9/GS-11 you must have one year (52 weeks) of specialized
experience equivalent to at least CP-8/GS-10 level, which is in or directly
related to the line of work of the position to be filled, and which has
equipped the applicant with the particular knowledge, skills, and abilities to
successfully perform the duties of the position. Specialized Experience is
defined as experience which includes: 1)Evaluates training policies,
procedures, curricula, instructional methods and techniques, quality of instruction,
adequacy and utilization of training aids and devices, facilities, and
equipment used in training courses to provide improvements, 2) participates in
the development and modification of instructional materials used in training
courses, 3) prepares course outlines and lesson plans that are consistent with
overall course objectives, and 4) experience with training using computer based

EDUCATION-- SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for CP-9/GS-11 may be met by three (3) full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree or LL.M., if related. COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements described in each grade level. Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
