Duties

The primary responsibility of the position is to serve as the principal department coordinator (PDC) of the Patient Centered Management Module (PCMM). The PCMM is a VHA enterprise application that enables users to set up and define health care teams, assign staff and their associated full-time equivalent (FTE) staff to positions within each team, assign patients to the team, and assign patients to specific team members. The Patient Centered Management Module balances productivity with quality, access, and personalized, proactive, patient-driven health care. Management of patient panels in Behavioral Health through mandatory and consistent use of PCMM has supported this care delivery system and allows facilities to track patients and their assigned Behavioral Health Team across the system.
The main duty of this position is to plan and carry out projects to improve the efficiency and productivity of the Behavioral Health Services divisions and employees in administrative support activities. The employee identifies, analyzes, and makes recommendations to resolve conventional problems and situations in workflow, work distribution, staffing, performance appraisal, organizational structure, and/or administration. The Management and Program Analyst may be assigned portions of broader studies of largely administrative organizations or participate in the evaluation of program effectiveness at the operating level. Work may also involve developing detailed procedures and guidelines to supplement established administrative regulations or program guidance. The work may involve identifying problems, studying, analyzing, and making recommendations concerning the efficiency and productivity of the Behavioral Health Service administrative operations at all levels. The employee serves as the subject matter expert providing high level operational oversight and expertise of the PCMM web application.
Work Schedule: Monday through Friday, 8:00am - 4:30pm.

Qualifications
MINIMUM QUALIFICATIONS GS-09: One year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in Federal service. Specialized experience includes: reviewing and analyzing new or proposed regulations to determine their impact on behavioral health program operations and management; compiling and analyzing data to develop policies, regulations, and program goals; reviewing efficiency and productivity to recommend improvements as needed; determining the resources required to support behavioral health program operations; and developing appropriate reporting systems for the evaluation of programs. This experience must be detailed in your resume to receive credit. ~OR~
A master's degree, equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates your ability to perform the duties of this position. One year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Transcripts required. ~OR~

Physical Requirements: The work is sedentary in nature. The work sometimes requires walking, standing, bending, lifting, or carrying light items such as paper, books, and binders. Most work is performed in an office setting. Occasional visits to various patient care Community Based Outpatient Clinics and meetings may be required. No special precaution or protective clothing is needed.
