This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service authorized by Section 1117, NDAA FY21, Public Law 116-283, and 5 USC, Section 9905, to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Serves as Team Leader in assigning work to employees on the team based on priorities jointly established with the supervisor. Develop and manage schedule, planning, and execution of Army radar warning receiver threat reprogramming mission. Coordinate and negotiate user support requirements, software integration, interoperability, testing, training and worldwide fielding of software packages. Reviews the work of team members for technical quality or provides input to performance evaluations. Analyzes and reports the state of the project(s) relative to the funding guidance, and work years, ensuring effective performance.

Requirements

• The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.

• This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 36 months as of entrance on duty.
• This position requires temporary duty (TDY) travel up to 25% of the time. Subject to travel on short notice (i.e., less than 24 hours' notice).
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret SCI security clearance or access for the duration of employment. A pre-employment and recurring comprehensive (continued below):

Basic Requirement for LEAD IT SPECIALIST (APPSW): Specialized and Other Experience: To qualify for this position, your resume must describe at least one year of specialized experience equivalent to the next lower grade level (DE-02 or GS-11) or equivalent pay band in the Federal service which includes 1) Manage an operational Tactical IT Environment (examples included but not limited to deployment management using software support systems); 2) Plan technical programs in areas of information/software systems architectures, systems development, information/software project management, risk management, software process models, software engineering technologies /tools, or computer aided systems engineering (CASE); AND 3) Provide input to the work of others or advise others on technical work matters. This definition of specialized experience is typical of work performed at the next lower pay band/grade level position in the federal service (DE-02/GS-11). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

Additional Information:

• This position is covered under an alternative personnel system known as the Science and Technology Reinvention Laboratory Management Demonstration Project. The Demonstration replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands. This position, Lead DE-03, incorporates GS-12 step 1 through GS-14 step 10 grade and salary levels.
