The primary purpose of this position is to supervise and lead the support operations for all outdoor leadership and team building activities as developed by the curriculum department of SOC. Support involves the set up and tear down of all equipment and supplies, safety operations, and maintenance of all equipment and facilities needed for the activities.
Duties
Exercises supervisory personnel management responsibilities.
Manages extensive facility maintenance, repair, and upkeep program, and facilities-related mission support tasks for eight separate facilities totaling over 250,000 sf (including a 15,000 square foot field house, 2 warehouses, a 26,000 square foot covered field turf facility, a 100,000 square foot Project X leadership training area, a 510,000 square foot volleyball/Team Leadership Problem/running track area, and a 3-acre expeditionary village), and over 35 acres of grounds. Assigned as facility manager for all facilities and responsible for the overall operations and maintenance of all facilities in the Ritchey Center Complex.
Supports a diverse and comprehensive leadership training program to include the proper scheduling and operations of all facilities/areas used by SOC.
Inventory management to include tracking, controlling, receiving, storage, issuing, and maintenance of approximately $100,000 worth of equipment and supplies.
Serves as the quality assurance evaluator (QAE) and the technical representative for turf care contract, monitoring assigned contract from start to finish.
Performs basic administrative office support functions including electronic mail functions.

- The work will require the employee to drive a motor vehicle. Must be able to obtain and maintain an appropriate valid driver’s license.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- Serves “on call” and may be required to be available after duty hours when problems arise, seven days a week, 24 hours a day.
- Will be responsible for emergency management actions for the entire complex on a routine basis.
- Will serve on various shelter management teams.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Recreation Aid and Assistant Series 0189.
SPECIALIZED EXPERIENCE FOR CURRENT/PREVIOUS FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes: plan, assign, and evaluate work accomplished by subordinates; set up, tear down, and maintenance of equipment; serve as building/security manager and facilities operations specialist; direct service functions to provide occupants of government buildings with adequate facilities in which to conduct business; manage facility maintenance, repair, and upkeep program; inspects facilities and grounds to determine needed repairs, maintenance, cleaning, and alterations; oversee training and ensure safe use of equipment and vehicles; ensure facilities are scheduled without conflicts; maintain professional work relationships with schools, squadron commanders, and committee members; maintain records of equipment on hand; record of issue, turn-ins, and salvage of athletic supplies and equipment; inventory forms and diagrams of athletic fields; review contractor performance to identify any issues that impact organization/installation and take necessary actions to resolve; and complete administrative record keeping and updates of work orders, directives, policies, and
continuity books.

EDUCATION: Completion of one full year of graduate education with at least 24 semester hours in courses related to recreation or physical education.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience above may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS - CURRENT/PREVIOUS FEDERAL EMPLOYEES: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS - APPLICANTS WITH NO PREVIOUS FEDERAL EMPLOYMENT: Merit promotion applicants must meet applicable time-in¬-grade requirements to be considered eligible. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
Knowledge of maintenance and operation principles, concepts, and practices to maintain and operate a fleet of low-speed vehicles and grounds maintenance equipment.
Knowledge of basic Air Force budget procedures and practices to prepare budget requirements for maintenance, repair, alteration, replacement of existing equipment, materials, and services.
Ability to determine facility requirements and prepare documentation for repair/alteration or maintenance/construction projects.
Ability to analyze situations and recognize deficiencies, interpret problems, and implement effective solutions and corrective actions.
Ability to plan, organize, and direct the functions and staff of a small organization to meet deadlines, and coordinate these functions with faculty, staff, other base agencies, and contractors.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
