Duties

..(Cont'd from Summary) Assists with the supervision of the Child Development Center to provide specialized developmental childcare and instruction for children ages 6 weeks to 5 years of age. The position develops, implements, and administers child development programs; provides an overall safe and healthy environment to stimulate and sustain the interest of children; assists with administration; and organizes the educational and developmental programs managerial authorities. Duties: Assists the Child Development Center Director in the daily operations of the Child Development Center. Assists in the administration and evaluation of ongoing programs of individual and group developmental and educational activities for staff implementation and execution. Exercises supervisory personnel management responsibilities. Provides assistance in the management of funds and resources to include developing the annual NAF and APF budgets, which includes submission and prioritization of program component requirements. Assists the director in the administration of the USDA nutrition/food program.

  • This is a Supervisory Position. A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

  • IAW AFI 34-248 and DoD certification requirements, a pre-employment physical examination with a renewal at least every 3 years and specified immunizations are required.
  • Incumbent must be able to obtain Food Handler's, First Aid, and Cardiopulmonary Resuscitation (CPR) certifications and complete additional training requirements.
  • The work may require the employee to drive a motor vehicle. Incumbent must possess and be able to maintain an appropriate, valid driver's license. An annual driving record check is required.
  • At a minimum, meet qualification requirements stipulated by the US Office of Personnel Management for the 1701 Occupational Series.
  • Incumbent may occasionally be required to work other than normal duty hours to include weekends, holidays and evenings. Incumbent may be required to work a split shift to meet supervisory or program requirements.
  • Work involves physical exertion such as standing, walking, lifting up to 40 lbs. (small children or center supplies), and some involvement in all aspects of the center and playground area arrangement and maintenance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have a Degree: that included or was supplemented by a major study in Child Development, Early Childhood Education, Home Economics (Early Childhood emphasis), Elementary Education, Special Education, or other fields appropriate to the position to be filled. NOTE: You MUST submit a copy of your transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: -- Courses equivalent to a major in Child Development, Early Childhood Education, Home Economics (Early Childhood emphasis), Elementary Education, Special Education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You MUST submit a copy of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes, (1) Professional knowledge of child development theory, methodology, and practices relating to physical, intellectual, social and special education needs and center management; (2) Knowledge of and the ability to interpret and apply laws and regulations governing child care to include regulatory requirements, policies and practices; (3) Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques; (4) Knowledge of the USDA food program requirements; (5) Skill in educating, counseling and advising child care providers and parents; assessing training and children's developmental needs. OR EDUCATION: Applicants must have successfully completed three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as, but not limited to; Early Childhood Education, Elementary Education with Child Development emphasis or Early Childhood Education emphasis, or Psychology with Child Development emphasis or Early Childhood Education emphasis. NOTE: You MUST submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of child development theory, methodology, and practices relating to physical, intellectual, social and special education needs and center management. 2. Knowledge of and the ability to interpret and apply laws and regulations governing child care to include regulatory requirements, policies and practices. 3. Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques. 4. Knowledge of the USDA food program requirements. 5. Skill in educating, counseling and advising child care providers and parents; assessing training and children's developmental needs. 6. Skill in conducting regular and periodic audits, studies, and inspections, evaluating the results, determining the feasibility of necessary improvements and coordinating corrective action. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
