The primary purpose of this position is to serve as the Joint Special Operations University (JSOU) President, providing planning, directing, organizing, and exercising control over nonsupervisory and supervisory employees assigned to JSOU. Develops institute-wide policy and fosters the vigorous, collaborative academic environment necessary to execute the USSOCOM mission.

Duties

Leadership and Administration. Plans, organizes, and directs the activities of the Joint Special Operations University, ensuring that academic staff, teaching faculty, and support staff complies with legal and regulatory requirements to meet the SOF Enterprise educational requirements. Serves as a key member of USSOCOM's senior leadership team in managing the transformation and modernization of the joint special operations education system. Leads, participates, and assures that OSD, CJCS, and CDR, USSOCOM's guidance and directives are successfully implemented in order to provide the highest degree of academic excellence possible. Supervisory Personnel Management. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. Strategic Engagement and Outreach. Serves as the USSOCOM senior educator and principal advisor for all matters involving the Commander's Joint Special Operations education responsibilities outlined in Title 10 of the United States Code (10 USC). Advances strategic vision, tailored recommendations, discrete analyses and fully developed concepts to the USSOCOM Commander, Special Operations Forces (SOF) Service and Operational Component Commanders, and the command's senior staff on joint educational requirements, programs of instruction, and academic investment strategies. Academic and Scholarship Facilitation. As USSOCOM's primary voice in the academic arena for advancing a clear, consistent, and comprehensive understanding of joint Special Operations, enables and facilitates the integration of joint Special Operations capabilities, organization, doctrine, and operational processes into service and joint professional military education (PME) curriculum. Leads and facilitates a consortium of SOF education and training institutions and commands, assuring Special Operations' roles and responsibilities are infused into joint planning and warfighting, and understood by interagency, national, and international leaders, all while optimizing USSOCOM resources.

  • Leadership experience at the senior level in a large and diverse organization; experience in Special Operations or in a Joint Special Operations military operational assignment is highly desired

  • Locality Pay is calculated at the All of U.S. rate, and within the Tampa, FL and MacDill AFB area according to the U.S. Air Force Administratively Determined (AD) Pay Plan (Rest of U.S.)
  • Incumbent is required to file a Public Financial Disclosure Report (OGE 278) and Conflict of Interest Statement prior to entering position, annually, and upon termination of employment

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, BASIC REQUIREMENT AD-1701-00 POSITIONS: A Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. NOTE: You must submit copies of your transcripts. SPECIALIZED EXPERIENCE: Executive level leader, directing subordinate organizations and maintaining full cognizance of USSOCOM's programs and activities, to inspire and appraise progress made in terms of the USSOCOM's stated goals and objectives. Fully responsible for the successful accomplishment of all assigned missions. Directly responsible to the HQ USSOCOM Deputy Commander (O-9) and Commander (CDR) USSOCOM (O-10) for implementation of broad policies and the oversight of joint Special Operations education programs. These programs underpin Special Operations forces knowledge, skills, and abilities, and directly affect USSOCOM's operations and mission effectiveness. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of special operations, international, and interagency subject matter areas and issues that directly impact current or future Joint Special Operations doctrine, strategy, concepts of operations, operational procedures, policy, or systems and other functional issues. 2. Knowledge of the learning theory of instruction, professional military education programs, and academic institutions. 3. Comprehensive knowledge of strategic planning, military thought and theory, US defense policy, national/security strategy, military history particularly of Special Operations Forces, illustrative military operations, organizational structures, management, command and control mechanisms, Multi-National Special Operations Forces, and the capabilities/application of Special Operations Forces across the spectrum of conflict. 4. Knowledge of a wide range of qualitative and/or quantitative methods for the analysis of Special Operations Forces (SOF) issues pertaining to Joint Special Operations doctrine, strategy, concepts of operations, and other complex issues and the skill in applying a variety of scholarly (non-scientific) research techniques to analyze program objectives and to assess progress toward their achievement. 5. Executive level ability to lead, manage, plan, organize, and direct the functions and staff of a medium to large sized organization and knowledge of safety and security regulations, practices, and procedures to govern an organization effectively. 6. Exceptional communication skills, both verbal and written, are crucial in order to discuss, persuade, and defend in a variety of forums with diverse populations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
