The primary purpose of this position is to serve as a second level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory and supervisory employees assigned to the organization. The incumbent will supervise the conduct and development of all teaching and learning to include curricula oversight within the university.

Duties

Performs administrative duties. Plans, organizes, and directs the activities of the Office of the Dean, ensuring that academic staff, associated teaching faculty, and support staff complies with legal and regulatory requirements in order to meet the SOF Enterprise educational requirements. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Service and Outreach (S&O): Represents the Office of the Dean with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with USSOCOM HQs, SOF Components, TSOCs, and Professional Military Education (PME) institutions. Research and Analysis (R&A) and Teaching and Learning (T&L) Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Participates in and directs JSOU personnel in the presentation of Joint Special Operations doctrine, strategy, and operations curricula to PME institutions, the Joint Staff, military services, federal agencies, Department of Defense, Congress, other US government agencies and international partners. Security. Incumbent is responsible to ensure the core classified national information protection security disciplines of information is fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

Qualifications

BASIC REQUIREMENT AD-1701-00 POSITIONS: A Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. NOTE: You must submit copies of your transcripts. AND in addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience that includes, but is not limited to, several years of formal classroom instruction including class and material development and preparation, course design, testing, tutoring and counseling. Duties Continued: Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, andprepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of faculty and staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of teaching and learning and administrative issues. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-inspection and presents detailed and comprehensive report with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Establishes, develops, and maintains effective working relationships with USSOCOM HQs, SOF Components, TSOCs, Professional Military Education organizations, military services, federal agencies, Department of Defense (DoD), the Joint Staff, North Atlantic Treaty Organization Partner Schools and other public and/or private sector academic institutions. Meets with key customers and coordinating officials to assess customer satisfaction, explains organization policy and procedures, and resolves problems that arise. Provides or ensures that subordinates provide customer guidance and training. Participates in special projects and initiatives and performs special assignments. Stays abreast of current events pertaining to joint and coalition military operations, exercises, mobilizations, technology, war-fighting strategies, etc., by attending joint training and/or individual component training/education to enhance accomplishment of the University mission. Periodically deploys to joint operational headquarters to collect and observe lessons learned from actual operational environments for inclusion into curriculum and educational programs. Participates in and directs JSOU personnel in the presentation of Joint Special Operations doctrine, strategy, and operations curricula to Professional MilitaryEducation institutions, the Joint Staff, military services, federal agencies, DOD, Congress, other USG agencies andinternational partners. Represents the USSOCOM JSOU with a variety of education development requirements in multiple ongoing educational programs in support of the USSOCOM JSOU mission requirements. Meets with key customer and coordinating officials to ensure concerted action by involved parties, explain organization policy and procedures, and resolve problems that arise. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of special operations, international, and interagency subject matter areas and issues that directly impact current or future Joint Special Operations doctrine, strategy, concepts of operations, operational procedures, policy, or systems and other functional issues. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Knowledge of the learning theory of instruction; and knowledge of US defense policy, national/security strategy, history of Special Operations Forces, illustrative military operations, organizational structures, management, strategic planning, command and control mechanisms, Multi-National Special Operations Forces, and the capabilities/application of Special Operations Forces across the spectrum of conflict. 4. Knowledge of a wide range of qualitative and/or quantitative methods for the analysis of Special Operations Forces (SOF) issues pertaining to Joint Special Operations doctrine, strategy, concepts of operations, and other complex issues and the skill in applying a variety of scholarly (non-scientific) research techniques to analyze program objectives and to assess progress toward their achievement. 5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 6. Ability to communicate effectively, both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
