This position is located in the Office of Policy Review and Development. As the Director, you will serve as a supervisory program analyst and will be responsible for the performance and coordination of research and analysis of policies, programs, legislation, and practices affecting the public transportation industry.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
Experience with quantitative analysis to support the policy evaluation.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge and in-depth understanding of theories, principles, practices, and methodology used in the review of policy and program development.
Knowledge required includes knowledge of mathematics, economics, operations research, statistics, political science or similar fields or related experience which provide exposure to the principles and methodology of policy evaluation.
Thorough knowledge of the Federal Transit Laws and related legislation and of the interrelationships among program areas and funding areas (formal legislation, regulations, policies and informal practices).
Skill and experience in leading teams.
Effective communications skills (oral and written). Skill in representing views of others and in negotiating agreement on areas of potential controversy.
