You will serve as an ADMINISTRATIVE OFFICER of NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will serve as a point of contact for all cross-functional task management, internal control processes and procedures. You will pass information to supervisors and teams with regards to task management, internal control processes and procedures. You will establish internal procedures to secure control of deadlines and ensures that internal controls for carrying out administrative functions meet the requirement of productivity and effectiveness. You will serve as the action officer with specific responsibility for providing technical expertise regarding interpretation of policies and regulations regarding a wide variety of administrative programs. You will manage administrative programs that consists of a variety of functions including correspondence, record management, forms management, supplies, administrative standard operating procedures and organization file management. You will develop new and recommend changes to existing issuance and directives.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-11 Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience include: 1) Executing directorate level task management, internal control processes and procedures for carrying out administrative functions to support productivity and effectiveness of organization. 2) Managing official correspondence, records and forms management, supplies, standard operating procedures. 3) Executing budget management according to applicable local, department and national policy. GS-12 Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes: 1) Executing directorate level task management, internal control processes and procedures for carrying out an administrative program to support productivity and effectiveness of organization. 2) Managing official correspondence, records and forms management, supplies, standard operating procedures. 3) Executing budget management according to applicable local, department and national policy. 4) Providing guidance and advocating as a Subject Matter Expert for the administrative program. Education

If qualifying based off education for the GS-11 level, applicant must possess:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
or
A combination of experience and education as described above that equates to one full year qualifications.
