About the Position: US Army Medical Research Acquisition Activity (USAMRAA) is the contracting element of the U.S. Army Medical Research and Development Command (USAMRDC) and provides support to the Command Headquarters and its worldwide network of laboratories and medical logistics organizations.

Duties

Researching, analyzing, recommending and drafting guidance on acquisition topics related to the procurement of and administration of contracts for services and supplies. Prepare and conduct training on acquisition related topics. Perform quality assurance reviews for regulatory compliance. Development written correspondence, presentations, and reports for activity leadership to make decisions. Researching complex administrative problems that arise during the contract life cycle and develop new approaches resolve specific situations. Make sound decisions using judgement and give advisory opinions regarding process improvements and document quality and compliance.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17 November 2011.
• This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-02/GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12.
