About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, GEOSPATIAL Intelligence Battalion, Springfield, VA 22150.

Duties

Represents the Department of the Army as an Army Departmental Requirements Officer (ADRO) utilizing the GEOINT Information Management Services (GIMS) to conduct research, data creation/processing of Geospatial Intelligence Needs (GINS). Coordinates, researches, plans, and revises collection strategies, programs, and requirements utilizing all available imagery collection systems and state of the art tasking programs. Responsible for development and implementation of national-level collection strategies, documentation of those strategies in the national collection databases, and for providing input to Army policy for execution. Establishes collection strategies and methodologies in conjunction with service and interagency collection managers to provide seamless coverage of critical Army targets. Presents these strategies and methodologies in formal briefings to national-level policy-making officials. Plans the complex national-level imagery collection management projects designed to meet the needs of both Strategic and National Army production organizations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.

One year of specialized experience equivalent to the GG/GS-12 grade level in the Federal service which includes experience in a wide range of concepts, principles, and practices as they relate to intelligence collection, collection management and requirements management; and developing collection plans and strategies in support of complex strategic, operational, and tactical requirements. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. You will be evaluated on the basis of your level of competency in the following areas: Collections ManagementCommunicationsGeospatial Intelligence (GEOINT) Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED)
