You will serve as a CONSTRUCTION MANAGEMENT SPECIALIST in the Office of the Operations of NAVAL FACILITIES ENG COMMAND MARIANAS. THIS IS A DIRECT HIRE ANNOUNCEMENT. The National Defense Authorization Act for fiscal year 2020 streamlines certain Department of Defense (DoD) civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain DoD competitive service positions.

Duties

You will be responsible for enforcement of all technical and administrative provisions of assigned construction contracts. You will be required to be in accordance with all applicable Federal, State, DoD, Navy, NAVFAC and other agency laws, guidance, policy and procedures. You will represent the Facilities Engineering and Acquisition Division (FEAD) Resident Officer in Charge of Construction (ROICC)(OICC) as the technical representative in matters involving contract modification and claims. You will have open communication between, and due diligence of, the Contracting Officer, the COR, COR management, the requiring activity, and the contractor in contract surveillance. You will provide assistance and technical guidance to other construction managers and to construction engineers/architects, or other NAVFAC business/support lines.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) performing administrative work to provide material, services, equipment, and contract support for construction projects; 2) negotiating and administering construction contracts to ensure specifications and quality assurance are in compliance; 3) overseeing maintenance and construction projects (e.g., estimating, planning, execution) to provide quality, timeliness, and cost effectiveness of facilities maintenance projects and services; and 4) utilizing the principles, methods, and tools of quality assurance, quality control, process improvement, and reliability used to ensure that a project, system, or product meets requirements and standards. GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) assisting with performing administrative work to provide material, services, equipment, and contract support for construction projects; 2) assisting with overseeing maintenance and construction projects (e.g., estimating, planning, execution) to provide quality, timeliness, and cost effectiveness of facilities maintenance projects and services; and 3) utilizing the principles, methods, and tools of quality assurance, quality control, process improvement, and reliability used to ensure that a project, system, or product meets requirements and standards.
