Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Supervisory IT Specialist (SYSANALYSIS-INFOSEC), you will use your knowledge of and experience to optimize business results and customer experience by:
Assesses new system design methodologies to improve system performance and quality, measuring risk and presenting recommendations for adoption of new methodologies identifying cost-benefit options within strategic priorities.
Modifies IT and systems policies and processes to respond to changes in the organization's business requirements and processes and/or changes in policy or regulatory requirements.
Oversees production operations to ensure programs and system owners comply with the DHHS and Government-wide information systems security standards, regulations, and protocols, including: Office of Management and Budget (OMB)-A130, Clinger-Cohen, and FISMA.
Monitors and evaluates the performance of OCIO/OPS and some DHHS information resources investments through a capital planning and investment control process including budget and acquisition management. Provides oversight and direction for the OCIO/OPS IT engineering Program.
Through a staff of subordinate supervisors, manages the planning, direction, and execution of all organizational operations, and provides administrative and technical oversight to subordinate staff.

WHAT WE ARE LOOKING FOR
Basic Qualifications: Must have IT-related experience demonstrating each of the four competencies listed below:

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Minimum Qualifications: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing at least three (3) of the following:
Demonstrating leadership in managing a robust Information Technology (IT) program by providing overall strategic direction to a large geographically dispersed organization, to include policy and planning, security, systems analysis, applications software, operating systems, network services, systems administration, and customer support;
Planning, recruiting, developing, managing, and directing multidisciplinary teams up to the GS-15 level;
Leading within an IT Service Management (ITSM) model e.g. service desk, hardware or software asset management, or customer engagement supporting a diverse customer base;
Advising organizations on the selection, development, use, or design of systems and technologies;
Developing performance metrics, service level agreements (SLAs), contract activities, annual budgets and execution plans for an entire IT portfolio.
