This position is assigned to the Debt Management, Support Operations Directorate, VHA Office of Finance. The incumbent serves in a management position that is organizationally aligned under the Director of Support Operations. The incumbent serves as the supervisor responsible for all aspects of debt management operations for the CHAMPVA program and provides oversight to Third Party Liability, Billing, Collections actions.

Duties

Major Duties include, but not limited to: Coordinates and directs all elements of the Debt Management program. Conduct research, investigation, and analysis of internal or external problems or trends. Provide evaluation of alternatives to debt, billing, and collection issues, and development of implementation plans. Initiating, developing, and recommending policies and practices it pertains to debt management and other financial actions in keeping with established regulations. Routinely makes judgement calls regarding approval or disapproval of payment. Continuous improvement of services to stakeholders requires significant interaction with a wide range of professionals from the private and public sector. Provides technical and administrative direct supervision. Work Schedule: Monday-Friday, 8 hour shift between 8 AM - 4:30 PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience include: 1) Coordinating and directing a budgetary, financial and/or debt management program. 2) Effective oral and written and communication skills with internal and external leadership, staff and customers. 3) Knowledge of qualitative and quantitative methods that include the development of new procedures, implementing efficient program and business practices. 4) Sets work priorities, staff schedules, suspenses, and workload distribution. 5) Conducts continuous reviews and analyses of programs and implements ways to mitigate or reduce obstacles and bottlenecks in delivery of services, promote team building, and improve business processes. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary in nature, although some light physical effort may be required. Work is typically performed in an adequately lighted, heated, and ventilated office.
