This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a senior budget analyst assigned to the Transportation Working Capital Funds (TWCF) Division.
Duties
Review, track, interpret, and/or implement program and budget guidance for assigned programs.
Evaluate and consolidate input and ensures compliance with guidance and/or suspense dates.
Analyze and interpret program and budget guidance and other instructions to determine impact on budget formulation and to resolve areas of incomplete and/or unclear guidance by interaction with counterparts.
Develop budget for assigned programs and areas of responsibilities after reviewing and/or evaluating requirements and justifications submitted.
Conduct detailed quarterly and year-end review of execution for assigned programs and/or areas of responsibility.
Track execution of funds to ensure that resources are allocated, obligated, and/or accrued in a timely manner in accordance with the requirements for which funds were issued.
Duties described reflect the full performance GS-13 level.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This is a Financial Management Level 2 Certified position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience for GS13:One year of specialized experience which includes: 1) Analyze and summarize historical data to identify trends and to assess funding requirements. 2) Experience in formulating annual program budget estimates. 3) Budget execution experience including monitoring and tracking program allocations, obligations, and expenditure of funds. 4) Identify problem areas, researches, determines, and implements corrective courses of action. 5) Develop and recommend fund allocation procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12)
