You will serve as an Assistant Nuclear Production Manager in the Nuclear Production Manager Office (300N), Operations Department, Portsmouth Naval Shipyard, Kittery, Maine. TEMPORARY PROMOTION, NOT TO EXCEED 1 YEAR; MAY BECOME PERMANENT WITHOUT FURTHER COMPETITION.

Duties

You will ensure the Shipyard's nuclear work and testing (except refueling) on assigned projects are planned and executed to a high standard of quality, on time, and within budget. You will inspect ships to ensure work is being performed safely, efficiently, and in accordance with established procedures. You will ensure occupational hazards are eliminated to the maximum extent possible and employees are continuously informed of safe procedures and practices. You will prepare and issue directives and memoranda to provide instructions, resolutions, and guidance for successful accomplishment of the production mission of the Shipyard. You will provide technical guidance; personnel, performance and position management; identify training needs; interview/select candidates for vacancies; recommend promotions and awards; resolve disciplinary issues and administer EEO policies.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • You will be required to complete ethics orientation within three months of appointment and submit OGE Form 450, Confidential Financial Disclosure Report, within 30 days of appointment; annual submission is required.
  • Occasional overtime may be required.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must demonstrate the following: Experience planning and executing large scale projects associated with the nuclear work of maintaining, overhauling, and repairing nuclear submarines. Experience with the interrelated functions of design, job planning, work scheduling, supply, nuclear work practices, trade processes, nuclear testing procedures, and radiological control. Experience completing nuclear production projects within budget, manpower and time constraints. Experience performing supervisory duties such as assigning and prioritizing work; providing technical guidance, personnel, performance and position management; identifying training needs; interviewing/selecting candidates for vacancies; recommending promotions and awards; resolving disciplinary issues and administering EEO policies.
