This position is located at the Edward Hines Jr. VA Hospital, Hines, IL (578) - a Level 1a Complexity VHA Facility. This position reports to the Associate Chief of Staff - Education and will be a general point of contact for the health care trainee program.

Duties

The Health System Specialist (local title: Health Professions Education Specialist) serves in the capacity as the HPE onboarding specialist. This position works independently and responds to requests for information and guidance from all levels of the organization. This position requires in-department knowledge of VHA,VISN and facility clinical and administrative operations such as VA,VHA,OAA policy, national databases and analytical techniques. The position utilizes knowledge and experience in health care delivery system to oversee and manage HPT experiences from start to finish. The work contributes to effective management and growth of local programs and academic affiliates to attract HPTs with the goal of eventual recruitment into VHA clinical provider positions. The position serves as the facility subject matter expert in HPT recruitment. Some duties include: Monitors and manages the onboarding and off-boarding activities of the HPTs to ensure each individual HPT is qualified to train at VA, meeting the requirements of the affiliate training program and requirements for federal employment. Maintains various VA and local databases that consist of information related to HPT records, training, security background, academic programs, VA transfers, pharmacy prescribing authorization and licensure Administers functions to expedite and coordinate the full spectrum of on and off boarding services including but not limited to PIV sponsor, fingerprinting, TMS account creation and management, electronic medical record access and IT network account creation. Able to troubleshoot individual problems, analyzes system issues to develop and present solutions for program and system efficiency Directs, organizes and coordinates administrative programs such as HR, personnel security, OI&T and for mandatory training which support the in-processing of HPTs Recommends, implements and leads process improvements for effective organizational process changes and HPE Office operations Produces data and reports and translates data into meaningful management information such as number of HPTs processed by program, issues encountered and annual OAA reporting. Facility reports directly effect OAA strategic plans and funding mechanisms Synthesizes data including collection from various electronic resources included but not limited to: OAA databases, HPT program codes, pay data reporting, TMS, Microsoft Identity Manager Account Management & reporting, OI&T, VA financial service payroll , IPPS and TDY travel, HR Smart- MSS system, ePAS and NARs request & VA Electronic Health Record data. Advises HPE management and OAA's informed decision-making processes with the research, collection, compilation, analysis, presentation and management of HPE Program Information. Establishes and maintains collegial working relationships with key academic accreditation organizations such as university and college academia and administrative staff, civilian medical facilities key personnel, other federal and state government agencies and professional societies. Conducts special projects related to performance/process improvement to include rapid improvement events and new/revised policy or program changes; uses qualitative and quantitative techniques to measure utilization, efficiency and productivity of HPE programs. Prepares data and information for executive-level briefings, decisions or white papers, reports and other documents used for official reporting, communications or publication by the facility or OAA; manages and maintains electronic files in accordance with Records Control Schedule and Federal Information Security Management Act requirements Facilitates performance measure goals by developing studies and evaluations for suspense items, accreditation standards, needs assessments/surveys, white papers, academic presentations, grant proposals and OAA reporting requirements. Other duties as assigned by supervisor Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 07:30am-4:00pm Telework: This position may be authorized for telework. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/19/2024. Time-In-Grade Requirement: An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. TO QUALIFY AT THE GS-9 GRADE LEVEL: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. TO QUALIFY AT THE GS-11 GRADE LEVEL: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. You may qualify based on your experience and/or education as described below: GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: communicate collaborate and advise staff on process improvement techniques to measure utilization efficiency and productivity of programs analyze and validate data develop reports and policy documents trouble shoot and analyzes system issues. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 full years of progressively higher level graduate education leading to such a degree OR master's or equivalent graduate degree. OR, Combination: Applicants may also combine education and experience to qualify at this level you must have some specialized experience equivalent to the GS-7 grade level but less than one year, and have more than one year, but less than two years of graduate education. GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: communicate collaborate and advise staff on process improvement techniques to measure utilization efficiency and productivity of programs analyze and validate data develop reports and policy documents trouble shoot and analyzes system issues direct, organize and coordinate administrative programs research and evaluate policies and procedures for quality improvement. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or, 3 full years of progressively higher-level graduate education related to a major study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration, or, LL.M., if related to knowledge, skills, and abilities of the position. OR, Combination: Applicants may also combine education and experience to qualify at this level you must have some specialized experience equivalent to the GS-9 grade level but less than one year, and I have more than two years, but less than three years of graduate education. Physical Requirements: The work is primarily sedentary; although some slight physical effort is required. Accompanying HPTs through the medical site or clinical training site may be required. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Stamina and concentration to meet crucial deadlines is required. Work Environment: The work is performed in a typical office environment located in a health care facility. The work environment involves everyday risks and discomforts that require normal safety precautions. The responsibilities of the position require occasional travel and may subject the position to various resultant environmental changes.
