This is a Direct Hire Authority (DHA) solicitation utilizing the Domestic Defense Industrial Base (DIB) and Major Range and Test Facilities Base (MRTFB) in the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Purchase all supplies and stocks for Packaging, Storage and Containerization Center. Prepare and review reports to ensure compliance with Federal regulations, Standard Operating Procedures (SOPs) and local policies and guidelines. Assist in the preparation and execution of administrative, resource and budget requirements. Prepare and review reports and office correspondence for accuracy and route to appropriate office for approval. Monitor contract progress and analyze contract performance and funding to ensure requirements are met and aligned with management directives. Identify needed support for determining the best application of contractor support and best use of innovative sourcing techniques for resolution. Administer the Government Credit Card Program using automated software programs. Utilize various automation system tools for generating budget forecasting or actual expenditure reports.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the employee to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
  • This position will require the employee to occasionally lift heavy items weighing up to 35 pounds and in work areas other than well lit office areas.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary, the employee can be terminated with limited appeal rights.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes: (1) Reviewing and/or creating technical documents to define procurement requirements and/or to summarize technical findings; (2) processing supply requisitions in support of office and/or technical requirements; (3) utilizing automated systems/databases that support equipment and/or supply management/finance systems such as: General Fund Enterprise Business System (GFEBS); (4) editing office documents and/or technical reports to ensure grammatical accuracy; and (5) submitting and/or assisting in the development of contract procurement data packages. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service GS-07. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Supply Chain Management, Business Administration, Business Management, or another related field of study. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
