Duties
The primary purpose of this position is: To provide an operations planning specialist; applying Air Force military pilot, navigator, or aircrew experience to interpret and advise on regulations, directives, instructions, programs, projects, methods and procedures in substantive military operations associated with the wing's airlift and/or air refueling missions (i.e. C5 and C17 weapon systems).
Applying Air Force military aviator experience, serves as air mobility operations specialist responsible for planning, coordinating, analyzing and evaluating field level military operations programs.
As an action officer, analyzes air mobility operations projects or programs of substantial breadth and depth of complexity.
Serves as an airlift operations specialist and may represent the organization on interagency groups to formulate and coordinate military flight crew operations program requirements and regulations.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes in depth knowledge and skill in applying analytical and evaluative methods and techniques to group-level issues or studies concerning the efficiency and effectiveness of substantive military operations and program management in such areas as war, mobilization, deployment, exercise, command and control, airlift, air refueling, special operations, or similar operations; knowledge of the various command entities involved in overall planning and coordination of military operations and the ability to convey complex concepts and technical procedures; skill to research issues and develop courses of action (COAs) in the assigned area (i.e. Airlift Operations support planning) which involve important and sensitive command operational and contingency requirements.

EDUCATION: Completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a Ph.D degree or Ph.D or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least three years of progressively higher level graduate education, but have not obtained a Ph.D or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of military operations planning as it applies to assigned programs, operations, weapon systems, personnel readiness, tactics, and strategy in support of major military operations such as war, mobilization, deployment, exercise, ISR, Special Operations, command and control, airlift, refueling, or similar operations. Prior military experience as an air mobility pilot, navigator, or aircrew member on C5 and/or C17 weapon systems, is highly desirable when recruiting for this position.
Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluation of the same.
Knowledge of fact finding and coordinating techniques to obtain information and coordinate mission requirements, plan operations, ensure personnel readiness, coordinate training program requirements; and apply related regulations, principles, and peculiarities associated with scheduling functions related to defense air mobility programs.
Ability to plan and coordinate military operations; and prepare solutions to broad, important, and sensitive military operational and contingency issues; to include applying established agency safety and security policies and procedures.
Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
Ability to access or locate information through the use of a personal computer and software programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
