The Primary Purpose of this position is: The primary purpose of this position is to serve as an Air Force Reserve Command, Recruiting Services Human Resources Specialist to assist the commander in achieving military program management quality initiatives, regulatory unit compliance, and Inspector General investigative and complaint systems management.
Duties
Administers the Recruiting Service quality Assurance program.
Establishes, defines, and implements requirements for the AFRC Recruitment Service to ensure operations are in line with regulatory requirements, support goals, and mission requirements.
Serves as Management Internal Control Toolset (MICT) self-assessment program manager and Inspector General (IG) liaison for the organization.
Participates in special studies and projects related to the AFRC Recruiting Service.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: 1) Applying a working knowledge of Human Resource Management (HRM) concepts, military personnel principles, federal laws, executive orders, regulations, policies, directives, principles, and practices to effectively administer an agency wide Military Accessions program; knowledge of DoD, Air Force, Federal, and industry concepts, laws, principles, practices, procedures, and standards as they apply to the functional career field at all organizational levels within the agency. 2) Providing knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on Human Resources programs to meet goals and objectives within available resources. 3) Applying analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems. 4) Using knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative policies and procedures across the Air Force to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods. 5) Justifying, defending, and recommending decisions on an end-to-end program within a matrix organization. 6) Communicating, orally and in writing, to provide seasoned advisory services to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships. 7) Planning, organizing, training, and leading a medium sized team, coordinating, and integrating the work activities of several different projects to ensure maximum effectiveness in attaining program goals. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

COMBINATION OF EXPERIENCE AND EDUCATION
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of Air Force Reserve Command Recruiting Services in support of Air Force wide military personnel program administration responsibilities.
Practical knowledge of the laws, regulations, principles, and practices, of military personnel programs.
Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge common management principles to provide advisory services and inspect assigned programs.
Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues.
Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality of work.
Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
