Duties

"RECRUITMENT/RELOCATION INCENTIVE MAY BE AUTHORIZED". Under the direction of the Radiology Manager, the incumbent is the Diagnostic Imaging Services first line Picture Archival Communication System (PACS) Administrator. The incumbent serves as a Diagnostic Radiologic Technologist proficient in the operations of the PACS system and provides support in training, operations, and management of digital imaging acquisition, processing, storage and display, and all Voice Recognition and ADPAC duties. The PACS Administrator is solely responsible to coordinate transmission of images between the VA Medical Center and the contracted acute care facility. This includes coordinate meetings, identify conflict, and develop resolutions to satisfy both facilities, train staff at private sector facilities on VA procedures, and develop and implement image transmission policy and procedures. Functions, roles, and responsibilities include: Independently serve as a liaison for IRM, Imaging Biomedical employees and clinical users to ensure the PACS system is configured to optimize Imaging and clinical operations as well as distribution capabilities. Extract and assemble information, conduct analysis, and develop reports or presentations. Provide first line technical support for image transmission and voice recognition and display errors related to modalities including Vista interface, display workstations, printers, and voice recognition system. Initiate proper repairs when possible and instruct users in proper operation or work arounds. Initiate service level agreements coordinating repair requests with appropriate services or vendors when necessary. Investigate system malfunctions to determine the cause. Define and isolate the specific problem using available diagnostic and error recovery techniques and initiate corrective actions. Independently perform daily operations of the PACS system. Monitor PACS and related systems including application systems, network interface software, and system administrative software. Evaluate system performance by utilizing various tools, capacity planning, and imaging management/maintenance to adjust system and operation parameters as necessary. Oversee all aspects of software implementation and upgrades to the PACS system and proactively identify any potential issues. Independently identify and determine training priorities, conduct and administer training programs, and develop and improve training guidance. Provide training to radiologists/physicians and technologists in proper and efficient use of imaging hardware and software and in use of Vista and CPRS software. Coordinate with clinical service Clinical Application Coordinators (CACs) in training and development of instructional materials for display of radiographic images at clinical workstations. Design and maintain a quality control program for digital radiographic images to include, but not necessarily be restricted to, evaluation of image quality from modality to viewing monitor. This program will meet the intent of the American College of Radiology and JCAHO recommendations. Develop methods for the collection and retrieval of computer information from established systems to enhance analysis of program related data. Comply with all safety/fire prevention rules/regulations, use protective equipment when required or provided. Independently identify problems, gather data, perform analysis, and propose solutions to problems and barriers to establishment of an efficient, cost-effective filmless radiology environment. Provide analysis of user needs and recommend appropriate hardware and software solutions. Perform all duties of a radiology ADPAC including user access control. Assure compliance of all Diagnostic Imaging related systems and personnel security requirements to include all contracted Teleradiology services. Maintain communication with vendors, Vista Radiology developers, and other sources to ensure working technical knowledge is always current. Keep abreast of image-related computer software developments and application packages throughout the VA and community, as well as current developments in operating systems, imaging systems, data base management systems, and equipment related to hardware used by the Vista Radiology and commercial PACS systems. Promptly report all accidents and notify supervisor of unsafe/unhealthful conditions in the workplace. Work Schedule: Monday - Friday, 0730 - 1600 Telework: Available. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. BASIC REQUIREMENTS Citizenship. Be a citizen of the United States. Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3g. Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable. Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist. Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE). Grandfathering Provision. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Grade Determinations: In addition to the basic requirements for appointment, the following criteria must be used when determining the appropriate grade assignment of candidates: Diagnostic Radiologic Technologist, GS-11. Experience. At least one year of experience equivalent to the next lower grade level directly related to the position being filled that demonstrates the clinical competencies needed to provide services as a quality control technologist, DRT team leader, supervisory radiologic technologist, PACS technologist, clinical program director, or an assistant chief radiologic technologist. PACS Technologist. This position serves as a liaison for the Office of Information and Technology (OI&T), Biomedical Engineering staff and clinical users to ensure the PACS system is configured to optimize imaging including distribution capabilities; develops methods and programs to evaluate, monitor and maintain digital imaging and voice recognition systems; serves as team leader in planning, developing, and instructing users in the operation of PACS network elements, the integration of these with related systems, and recommends corresponding upgrades. This position researches and or/analyzes problems, issues, or program requirements supporting the functions of a digital imaging system; performs complex system administrator functions such as: oversight of RIS (Hospital Information System/Radiology Information System) links necessary to interface with the HIS (Hospital Information System), Application Entity (AE) titles, individual and user group creation, and access management, system filters, exam code dictionaries, DICOM configuration testing, hanging protocols, voice file exchange, and other duties associated with this position. The incumbent ensures compliance with all national and VA information and security requirements, including archiving of images to VistA imaging. This position may independently function as a DRT, which may include complex modality such as CT, MR, mammography, ultrasound, and IR. The candidate must demonstrate all of the following technical KSAs: i. Knowledge of contingency plans during equipment downtimes. ii. Ability to act as liaison for Radiology with biomedical engineering and OI&T. iii. Ability to develop methods and programs to evaluate, monitor, and maintain digital imaging and voice recognition systems. iv. Ability to lead a team of multidisciplinary members in accomplishing strategic planning and integration of PACS and network elements. v. Ability to perform complex system administrator functions such as: oversight of RIS (Hospital Information System/Radiology Information System) links, AE titles, individual and user group creation and access management, etc. vi. Knowledge of VA and other national guidelines pertaining to PACS network, VistA imaging, and database security. vii. Knowledge of specific positioning, technique, and imaging procedures so he/she will be able to perform and reconcile image information correctly and efficiently during technical post processing and evaluation. Physical Requirements: The work involves heavy lifting (over 45 pounds), both eyes required, depth perception, the ability to distinguish basic colors, the ability to distinguish shades of colors, hearing (aid permitted), and mental and emotional stability. Environmental Factors: There may be exposure to intermittent, excessive noise, radiant energy, must be able to work closely with others and alone, there may be protracted or irregular work hours, and irregular call hours.
