You will serve as a PROGRAM MANAGER in the SURFACE SHIP MODERNIZATION PROGRAM; SURFACE WARFARE DIRECTORATE of NAVSEA HQ FIELD SUPPORT.

Duties

You will serve as Acquisition Manager responsible for the strategic communications and statutory and regulatory compliance of a Major Ship Modernization Program. You will serve as the principal advisor to the Program Manager as a recognized subject matter expert for Major Defense Acquisition Program (MDAP) of the Arleigh Burke Class Guided Missile Destroyer (DDG) Modernization program. You will develop and defend Independent Cost Estimates to inform acquisition documentation and align acquisition documentation across stakeholders. You will have demonstrated knowledge of Program Planning, Programming, and Budgeting System (PPBS). You will conduct strategic analysis and lead long term acquisition and procurement planning for the 15+ year DDG MOD 2.0 program. You will support contracting and procurement activities including market/industry assessment, Request for Proposal development, contract execution, and CDRL review and analyses. You will support contracting officers and procurement processes as required for ship maintenance and modernization contract execution. You will develop briefings, talking points, or other materials to support external engagements with industry, Congress, or other stakeholders for ship modernization and program objectives. You will develop and provide inputs to formulate annual budget submissions through the Program Objectives Memorandum (POM) to support In-service Life Cycle Support and modernization program requirements.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (or GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector managing acquisition lifecycle compliance and program requirements (e.g., cost estimates, schedule, performance reporting and contract activities, integration, logistics, budgeting) for a major ship acquisition or modernization program.
