You will serve as a Technical Project Manager in the Corporate Operations Department, Infrastructure Division of Naval Surface Warfare Center Dahlgren Division.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14. This is not a high-grade position; therefore, the salary may be limited to a GS-13 Step 10.
Duties
You will serve as a co-lead for construction and safety oversight.
You will team with Safety and Facilities personnel to review requests for proposals, contractor proposals, project specifications and designs, submittals, and contract documentation required to ensure compliance with federal, state, and local laws.
You will independently inspect construction sites for compliance with contract and design requirements, federal, state, and local laws as well as Navy regulations, policies, and procedures related to construction and safety.
You will serve as a Contracting Officer's Technical Representative and perform duties as appointed in order to represent the contracting officer and to ensure proper execution of assigned design, construction or demolition contract(s).
You will independently perform, monitor, and/or conduct required assessments, inspections, investigations, reviews, sampling, analysis, procedure validations, acquisition approvals, and record keeping.
You will independently or as part of a team, design infrastructure projects, including independently developing scopes of work and Independent Government Cost Estimates for infrastructure contracts.
You will independently review and/or present designs, instructions, plans, standard procedures, training, briefs, risk management recommendations, and reports as necessary to support mission operations.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- You may be exposed to industrial operations, laboratory, chemical, biological and environmental hazards/stressors. You will be exposed to typical construction hazards such as noise, extreme temperatures, hazardous materials, and hazardous waste.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower band, NT-04 (GS-11/12 equivalency) in the federal service or equivalent experience in the private or public sector inspecting or reviewing construction project specifications and designs to ensure compliance with safety and engineering principles, processes, or regulations.
