This position is part of the Assistant Deputy Administrator for Secure Transportation, Office of Mission Operations, Agent Operations Eastern Command. A successful candidate in this position will serve as Transportation Management Specialist, providing technically authoritative guidance and advice in implementing a major segment of a national transportation program within the Office of Secure Transportation.
Duties
-As the employee progresses in the position, he/she will exercise significant judgment and initiative in interpreting and revising existing policy and guidance to apply to new or unusual situations and will develop program guidance for use by others.
- Conducts analyses to determine critical issues, define procedural requirements, ensure maximum safety of hazardous cargo during transport, ensure information security controls over the release of classified materials, and establish load requirements, special operating instructions, nationwide transportation schedules, material compatibility, system configuration, special handling instructions, security issues, and Federal Agent /user guidance.
- The interpretation and extension of national, state, and local transportation policies and procedures involves extensive research of background and perspective information to facilitate the development of innovative solutions to complex and unusual problems.
-Plans, coordinates and schedules resources and activities to ensure that effective utilization of all available assets (i.e., vehicles, aircraft, and personnel) are integrated into a single, cohesive, and effective operations plan.
-Maintains billing records and analyzes transportation cost obligations to assure they do not exceed division obligation plan or cost ceilings.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02, or GS-12. Specialized experience for this position is defined as: This position requires one year of experience in the next lower pay band which demonstrates a comprehensive knowledge of the OST mission to effectively analyze and resolve critical transportation problems and provide agency and/or interagency advice through policy guidance on OST transportation activities. This is a secondary position which must include at least 3 years of experience as a Nuclear Materials Courier that demonstrates in-depth knowledge of Transportation Safeguards System (TSS).
Examples of Specialized Experience:
1. Experience in managing, directing, and implementing policies that directly support the Transportation Safeguards System (TSS).
2. Experience with the TSS operations, safety, security and OST's regulations to ensure compliance
with delivery systems, unique, classified, security/safety procedures, information technology and transportation requirements for shipping/receiving such materials to include hazardous and radioactive materials.
3. Experience advising and participating in the formulation and development of NNSA/OST policies, program, and objectives
4. Experience providing guidance and solutions related to transportation program issues.
