This position is part of the Office of Environmental Management - Oak Ridge Office, Department of Energy. As a Transportation Specialist, you will plan, manage, and evaluate integrated, sophisticated, safe, and compliant transportation operations. Recommends policies and criteria to develop and maintain a transportation network activity database, documentation, and analytical capability using Department Of Energy automated transportation logistics systems and other tools.
Duties
As a Transportation Specialist, you will:
Perform independent analysis of Department of Energy transportation practices to assess efficiency and establish a baseline for Departmental costs and transportation performance versus other Federal agencies and commercial industry.
Recommend policies and criteria to develop and maintain a transportation network activity database, documentation, and analytical capability using DOE automated transportation logistics systems and other tools.
Represent Environmental Management on appropriate regulatory and standards committees and working groups.
Perform business process mapping of Departmental transportation programs and processes to identify process improvements and initiate solutions.
Organize and lead high-level meetings and negotiations on matters relating to safe and compliant transportation of Environmental Management nuclear materials
Requirements

- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.

- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
- A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
- This position has been designated as critical-sensitive and requires a security clearance at the Tier 5 level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following
Conducting physical reviews on radiation shipment, hazardous material, transportation, securement technical drawings, safety and health documents to ensure safe shipments practices in accordance with 49 CFR.
Conducting radiological calculation process for determining packaging and controls for radioactive shipments to include identify hazardous material, classifying material, communication/labeling, and controls for shipping in accordance with 49 CFR.
Providing oversight of commercial motor vehicle operations in accordance with Federal Motor Carrier Safety Regulations.
Providing oversight of all hazardous and radioactive material packaging and shipping operations.
