This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure. It is located in the DISA-Joint Service Provider (JP 9812).
Duties
Perform acquisition planning tasks to include the development and management of requirements, completion of acquisition strategy documents covering cost/ price estimates, and opportunities for strategic sourcing.
Monitor the execution of approved acquisitions. Evaluate contractor invoices and progress reports to ensure all charges are allocable, allowable, and reasonable.
Ensure that reports are received on time, analyze reports, contact representatives of contractor organizations to clarify submissions, investigate apparent discrepancies, identify problems, and recommend corrective actions.
Review and evaluate the effectiveness of contracting actions in contributing to overall J6 mission achievement. Make recommendations for revision for contracting and anticipated procurement reform initiatives, and specific program requirements.
Support closure of completed contracts and termination or other contracts for default or at the end of the government’s convenience. Recommend appropriate type of termination, estimate costs, and revise contact documentation.
Requirements
- Must be a U.S. Citizen.
- Males born after 12-31-59 must be registered or exempt from Selective Service.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Must be able to obtain/maintain Top Secret/SCI security clearance.
- This is a drug testing position.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-12 level, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: experience conducting program-related data collection, assisting in the documentation and planning of program requirements, and developing acquisition packages.
To qualify at the GG-13 level, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: experience managing program-related data collection and analysis; developing and planning program requirements; developing and analyzing acquisition strategies; and providing post-award contracting services.
