This position is organizationally located in the Geriatric Research, Education and Clinical Center (GRECC) under the supervision of the GRECC Director. The incumbent serves as a fully functional member of the senior staff in providing advice for management officials on a full range of administrative management functions and the effective utilization of financial, logistical, and human resources.
Duties
The incumbent plans, administers, and coordinates administrative services including budget formulation and execution, financial planning, accounting, procurement and contract administration, human resources management, space and equipment utilization, travel, property and records management, and related administrative support services. Provides for the overall administrative management for the GRECC. This includes interpreting administrative policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to senior GRECC management and staff on related issues. In addition to but not limited:

Prepares high level reports such as the Annual and Reconciliation Reports; gathers and analyzes data/ information from a wide verity of sources and formats that reflects the GRECC activities, productivity, and outcomes associated with its three-part mission of research, education and clinical innovation.
Responsible for the budgeting and financial management of GRECC budgets, responds to requests for and plans, manages, directs, and coordinates budget formation, analysis, justification and execution; financial management and financial reporting.
Analyses financial data and develops and executes short-range and long-range plans and goals for programs within the GRECC, which include GRECC innovation projects and clinical demonstration programs, and for individual research investigator funded programs.
Oversees the full range of the GRECC human resources administration and provides advise and assistance to managers and staff concerning Federal and VA/VHA/ VAPHS personnel processes and procedures.
Work Schedule: 8:00 AM to 5:00 PM Monday -Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS -12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel between VAPHS sites will be required.
