This position is located in the Human Engineering Research Laboratories (HERL), Research Service Line at the VA Pittsburgh Healthcare System in Pittsburgh, PA. The primary purpose of this position is to perform administrative duties working closely with management on budgeting, financing, and personnel management and exercising responsibility for monitoring progress and compliance with mission critical performance measures of each department.
Duties

Major Duties:
Provides for the overall administrative management for the HERL and Research Office. This includes interpreting administrative policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to senior HERL and Research Office management and staff on related issues.
Provides oversight for the HERL Records Liaison overseeing and ensuring compliance with record management for the HERL.
Provides oversight for ADPAC, TMS Administrator, and PIV Sponsor activities.
Provides oversight for staff who manage equipment and inventories.
Provides oversight for staff who manage VA research grant submissions and ultimately responsible for the pre- and post-award process.
Responsible for all administrative functions associated with the operations of HERL. This includes providing professional support, guidance, coordination, technical and logistical support, and facilitation for events supported by HERL, including, but not limited to, research works in progress, conferences, research seminars in partnership with the academic affiliate, and core seminars.
Responsible for the budgeting and financial management of HERL budgets, responds to requests for and plans, manages, directs, and coordinates budget formation, budget projections, analysis, justification and execution; and financial management and financial reporting.
Serves as the backup to the AO/ACOS/R&D and assists when needed with the budgeting and financial management for Research Service Line.
Performs program cost analyses, such as cost-benefit or economic evaluations of program needs for the HERL and for individual research 5 investigator funded grant programs.
Performs other related duties as assigned.
Work Schedule: Monday-Friday, 8:00am to 4:30pm

Qualifications
MINIMUM QUALIFICATION REQUIREMENT: At least one year of specialized experience equivalent to at least the GS-11 level in the Federal service. Specialized experience is administrative management experience including most of the following: budget formulation and execution, financial planning, accounting, procurement and contract administration, human resources management, space and equipment utilization, travel, property and records management, and related administrative support services. NOTE: This experience must be reflected in your resume to be credited/considered.
