This position is located in the Imaging Service Line in the VA Pittsburgh Healthcare System (VAPHS) and reports to the Imaging Program Administrator. The position provides administrative management including human resource staffing, grievance tracking and timeframes, preparation of position management, manpower utilization and organization, information and documentation systems, and the development of databases or spreadsheets to automate paper processes and analyze data within the service line.

Duties

Health Systems Management Is the primary contact point for issues related to Imaging services working closely with the ACOSs of Ambulatory, Specialty, Surgical Care, and Behavioral Health Services as well as the Chief of Health Administration Services (HAS), and the Group Practice Manager to coordinate patient care needs. Responsible for providing administrative services and special programs with administrative advice to achieve optimum operation. This involves internal coordination which crosses lines of authority within the Medical Center. The incumbent helps ensure that administrative programs and clinical services are synchronized and working toward the broad scope mission of the Medical Center. Develops, initiates, and implements an effective ongoing program to monitor, evaluate, and improve quality, performance, and appropriateness of healthcare delivered to patients. This includes overseeing all preparations for any actions necessary for meeting performance measures set by the Director's Office and VHA related to patient access, care continuity, quality, and satisfaction. Procurement and Financial Administration Assists the Imaging Program Administrator in the formulation and execution of the annual budget regarding staffing, travel, supplies, equipment, and all other general operating expenses. Gathers and analyzes the SL's budget needs and assists in all phases of budgeting within administrative requirements. Develops plans, formulates, and implements budget requirements. Formulates budgetary plans that require perception and assessment of immediate and long-term budget plans and program development and enhancement. Assembles and compiles budget information and maintains a running account of funds allocated and expended in all sub accounts and makes interim adjustments where necessary. Identifies financial and budgetary trends and patterns; maintains proper financial balances, distributes resources to all activities within planned limitations and ensure that maximum benefits are obtained from resources. Evaluates budgetary and fiscal data for consistency with previous estimates, current levels of program operations and anticipates changes in mission, staffing and funding levels. Advises the Imaging Program Administrator of organization deviations, conflicts, and accomplishments regarding efforts to attain overall financial goals. Management/Program Support Provides full staff support and staff assistance to free the Imaging Program Administrator from as many administrative matters as possible. The incumbent serves as a sounding board daily for Leadership and their staff who seek advice and opinions on a wide variety of administrative and management matters. From these discussions, matters arise which may require his/her personal observation and investigation of the problem in the area of operation. It is the incumbent's responsibility to follow-up to ensure that Leadership decisions are implemented and carried out as directed. Human Resources Management Serves as the SL's advisor on human resources matters by coordination of organization needs with human resources office requirements; directing the initiation and processing of personnel actions; and facilitating the accomplishment of various human resources management programs. Analyzes and advises on the implications of proposed management decisions /and the administrative aspects involved in the acquisition, retention, motivation, development and use of human resources. Work with servicing human resources office representatives to identify and resolve human resources needs and problems. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: ou must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assist with human resources functions, to include position descriptions, recruitment, employee labor/relations , training and other related activities, manage on-line certifications of contracts/labor mapping, establish internal procedures regarding deadlines, progress reports and directive, Gathers data and analyzes budget needs. Prepares presentation materials related to financial, space, and equipment programs. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. if related.. OR, Combination: Applicants may also combine education and experience to qualify at this level. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required. Light lifting is usually in the form of binders, office materials or portable electronics.
