The primary purpose of this position is to ????process a variety of difficult and complex Air Force, Army tenants, and other Department of Defense component Equal Employment Opportunity (EEO) and Military Equal Opportunity (MEO) cases requiring thorough and detailed knowledge of program methods and techniques used in fact-finding, analysis, and resolution.

Duties

As an Equal Opportunity Specialist in an AF Equal Opportunity (EO) and Department of Army function, employee ensures that all requirements for civilian pre-complaint counseling, formal complaints and military EO (MEO) complaints are fulfilled in compliance with applicable agency regulatory and by-law requirements (Army Regulations, Air Force Instructions, Legal Statutes (29 CFR 1614, MD-110) and other Department of Defense Instructions and Directives) and with full coordination with appropriate staff elements (e.g., legal counsel and personnel officials). Determines training requirements and organizes classes and seminars for all employees and supervisory personnel on a periodic basis to maintain current and full understanding of the latest directives from higher headquarters. Uses Alternative Dispute Resolution (ADR), including mediation, facilitation, other dispute resolution techniques, and/or a combination of techniques for assigned workplace disputes which are complex, require determination of multiple cause and effect relationships, and involve concerned parties who are reluctant to cooperate. Conducts Defense Equal Opportunity Management Institute (DEOMI) Equal Opportunity Climate Surveys (DEOCS) Assessments and prepares and submits reports with recommendations; plans or participates in planning the DEOCS.

  • Incumbent must either attend and successfully complete, or have attended and successfully completed, the Defense Equal Opportunity Management Institute (DEOMI),

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Incumbent is required to maintain strict confidentiality of the complaint information, case files, interviews, etc., that pertain to the EO office.
  • Incumbent must be successfully trained and certified in mediation and obtain annual refresher training.
  • Incumbent must obtain annual EEO refresher training.
  • Incumbent must be able to ascertain and maintain a Secret security clearance.
  • Incumbent will perform other duties as assigned.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0260 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of laws, regulations, principles, concepts, UCMJ articles, Executive Orders, EEOC, OPM, MSPB, DAF, DA and other DoD agency instructions and directives, judicial and administrative decisions, and policies and practices related to the Federal sector equal employment opportunity program to make recommendations for decisions on individual and class complaints and for changes in employment policies and practices to process and resolve complaint for civilian employees and military members. Knowledge of database management systems and procedures pertaining to the dispute systems and the processes involved with negotiated appeal and grievance procedures, equal employment opportunity (EEO) discrimination complaints, military equal opportunity (MEO) complaints, disciplinary and adverse action procedures, and the current trends and developments associated with alternate dispute resolution (ADR) to include mediation. Skill in advising and counseling the varied Department of Air Force , Department of Army and DoD components EEO and MEO programs, compliance and enforcement, and requiring the interpretation and explanation of a body of laws, regulations, policies, procedures, and practices. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of laws, regulations, principles, concepts, UCMJ articles, Executive Orders, EEOC, OPM, MSPB, DAF, DA and other DoD agency instructions and directives, judicial and administrative decisions, and policies and practices related to the Federal sector equal employment opportunity program to make recommendations for decisions on individual and class complaints and for changes in employment policies and practices to process and resolve complaint for civilian employees and military members. Knowledge of database management systems and procedures pertaining to the dispute systems and the processes involved with negotiated appeal and grievance procedures, equal employment opportunity (EEO) discrimination complaints, military equal opportunity (MEO) complaints, disciplinary and adverse action procedures, and the current trends and developments associated with alternate dispute resolution (ADR) to include mediation. Highly developed skill in oral and written communication to develop and present facts, considerations, and recommendations to commanders/directors for decisions on complex complaints; to conduct briefings, orientations and training workshops; respond to special interest correspondence; to develop acceptance and dismissal notices; and to prepare findings, recommendations in order that they withstand 3rd party scrutiny, and status of complaints. Highly developed skill in fact-finding and analysis of a variety of evidence and opinions concerning controversial complex issues by determining meaning, relevancy, and significance of a large body of complex and interrelated pieces of information from many sources to include identification of interests of disputing parties, weighing evidence, identifying problems, making conclusions and recommendations, and reporting and presenting findings. Skill in advising and counseling the varied Department of Air Force , Department of Army and DoD components EEO and MEO programs, compliance and enforcement, and requiring the interpretation and explanation of a body of laws, regulations, policies, procedures, and practices. Ability to establish effective working relationships with managers, supervisors, specialists, employees, and military members and persons outside of the agency such as equal opportunity specialists and community organization representatives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
