This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Staff specialist performing assignments related to civilian personnel management program(s).
Duties
Provides management advisory assistance, problem resolution and technical guidance in assigned program areas to managers and personnel staff of the Headquarters and subordinate commands and activities.
Resolves problems of more than average difficulty on a full range of matters pertinent to assigned functions.
Consults with team leader or supervisor on unprecedented and highly controversial problems.
Participates in meetings, conferences and work groups both within and outside the command to analyze and resolve common problems.
Carries out special projects and/or various studies in assigned segments of the program areas.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires that selectee obtain and maintain a SECRET security clearance.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience equivalent to the NH-2 (GS-11) grade level in the Federal service which includes (1) Providing civilian human resources policy interpretation and guidance to Command leadership, managers, and subordinate units; (2) Participating in the development or revision of civilian personnel policies and guidance; and (3) Participating in assignments, projects, or studies to analyze civilian personnel management program areas such as recruiting, position management, or performance management.
