The nursing positions are located within the Clinical Center Nursing Department at the National Institutes of Health (NIH), Clinical Center (CC), in the Department of Health and Human Services (HHS). The GS 12 Nurse (Clinical Educator) reports directly to a Nurse Manager for a unit or clinic within the specialty area with an assignment as senior clinical expert for a designated patient population/program of care.

Duties

The National Institutes of Health Clinical Center leads the nation in implementing a specialty practice model for Clinical Research Nursing which defines the roles and contribution of nurses providing care to research participants. For more information, visit http://www.cc.nih.gov/ The Clinical Educator works closely with the leadership, service educators and professional development team to identify learning needs on the units and plans for education accordingly. The ideal candidate possesses recent acute care experience and knowledge of Clinical Research Nursing Domains of Practice. Possesses expertise in managing, facilitating, conducting, and evaluating nursing competencies. Ability to work and collaborate with the Office of Professional Development, Service Educators, Clinical Nurse Specialist and other team members. Ability to serve as mentor and role model for staff. This position requires direct patient care and Unit Clinical Educator responsibilities. If you are selected for this position your responsibilities will include: Management of the new hire orientation, maintaining staff competency files and records, accountability of preceptors, and clinical education resources for the staff. Educate appropriate staff in the use of new equipment, supplies, and instruments for the unit. Coordinates in-services and new product demonstration training and provides direct patient care. Coordinates in-services and new product demonstration training. Participates in departmental educational projects as assigned. Designs, implements, and evaluates learning experiences for all staff levels to acquire, maintain, or increase their knowledge and competence. Develops plans to address comprehensive research participant needs including education, safety, comfort, and spirituality. Develops teaching plans that creatively and effectively meet individual research participant and family needs and which become the standard for departmental and community use with larger groups of research participants. Identifies, evaluates and communicates patterns and trends that may predict the direction of illness or response to study procedures and provides nursing care to prevent adverse outcomes. Records research data such as clinical measurements, administration of a research compound, participant responses in approved source documents i.e., the medical record, data collection sheet, etc. Supports biomedical research through detailed observation measurements, and data collection related to pertinent assessments as defined by the protocol specifications and the incumbent's expert clinical judgment. Collaborates with the interdisciplinary team to address ethical conflicts. Manages ethical conflicts/issues that may arise in a clinical research setting, initiates consultation, and assists less experienced nurses to identify ethical conflicts.

  • Position can be filled at Full -Time or Part-Time basis. Part-Time is up to 32 hours per week.

Qualifications

You qualify at the GS-12 level, if you meet one of the following qualification requirements: BASIC EDUCATION REQUIREMENT: Completion of a Graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. OR Completion of a Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. AND LICENSURE REQUIREMENTS: You must have passed the National Council Licensure Examination for Registered Nurses (NCLEX-RN). AND You must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. AND ADDITIONAL QUALIFICATIONS: To qualify for the GS-12 grade level: In addition to the education and license requirement, you must demonstrate in your resume at least one year of qualifying specialized experience equivalent to at least the GS-11 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: Ability to assess the learning, competency and training needs of newly hired nursing staff utilizing a variety of tools. Assesses, plans, implements, and evaluates orientation programs for new staff. Coordinates and conducts in-service for nursing staff. Ability to collaborate with Service Educators, Clinical Nurse Specialists, and Central Nurse Educators to maintain abreast of new educational program needs, policy procedures, and Standard Operation Procedures.
