Duties
This position is located in the Department of Homeland Security, Federal Protective Service, Washington, District of Columbia. The primary purpose of this position is to prevent, protect, respond to, and recover from terrorism, criminal acts, and other hazards threatening the U.S. Government's critical infrastructure, services, and the people who provide or receive them. .
Duties performed:
Developing operational standards and providing oversight for request for security investigations and clearances.
Reviewing, evaluating, and adjudicating background investigations and Continuous Evaluation information for suitability, fitness, and national security applying the appropriate federal criteria and guidelines.
Researching and implementing new and improved security methods and procedures.
Assessing and analyzing background data and intelligence information.
Preparing and analyzing reports; responding to queries, justifications, and background papers on the technical aspects of areas of expertise and assignment.
Executing a variety of business and administrative responsibilities related to the personnel security program at FPS.
Advising and providing guidance on personnel security related issues to managers, colleagues, working group members, contractors, and their agencies.
Qualifications
Specialized Experience:
GS-13: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Analyzing personnel security programs and operations and making recommendations on improvements;
Assigning cases to contractors for review and processing, and review contractor processing of initial and reverification background investigations for timeliness and accuracy; and
Overseeing processes for submitting official requests for personnel security investigations by ensuring they are consistent with appropriate directives;
Providing the duties associated with various secure web portal programs, i.e., National Background Information Services (NBIS), Central Verification System (CVS), and the Personnel Investigations Processing System (PIPS); and
Developing policies, procedures, and methods concerning personnel security.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
