This position is located in the Health Resources and Services Administration, HIV/AIDS Bureau, Division of Policy and Data, Data Management and Analysis Branch, Data Collection and Technical Assistance Team. Duties

This position is a mission critical occupation for HRSA. This position is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. As a Management Analyst for the HAB Data Management and Analysis Branch, you support HAB's efforts to plan, direct, and coordinate HAB-wide information systems management activities and ensures systems are accessible and integrated to support cross-functionality, track critical information, and improve timely program review and oversight. Your major duties and responsibilities include: Advising management of the daily business, financial, and budgetary operations supporting HAB's information systems to ensure HAB resources are being effectively utilized, consistent with legislative intent and the program's strategic goals. Evaluating current and proposed program operational functions. Developing work improvement plans, working with Branch and Division senior leadership to establish long and short-term goals and objectives and to ensure HAB's information systems provide its stakeholders actionable information to include making reports web accessible and implementing user interfaces that reduce data entry time and costs related to processing audit reports and reviewing applications. Serving as the primary advisor to the Branch Chief on various policies, programs and activities related to HAB's information systems. Advising on the appropriate methods, techniques and procedures to use in order to achieve established goals and objectives as they relate to administrative and financial matters, personnel, contracts, procurement and property. Developing, evaluating, and implementing policy for Branch- and/or Division-wide programs. Exploring and establishing long-range development plans, as well as short-term strategies on policy, development, procedures and guidelines. Communicating with senior management officials regarding the status of different work activities and efforts of an overlapping nature across the Division and among Bureau-wide divisions and offices. Requirements

  • U. S. Citizenship is required.
  • HRSA Federal applicants must submit an SF-50 to show status and time-in-grade. Must meet Time-in-Grade by the closing date of this announcement.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year probationary period may be required.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. In order to qualify for this GS-14 position, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Applying quantitative and qualitative methodologies to assess the effectiveness and efficiency of IT systems, software and/or related services used to complete operations, management and/or administrative functions and processes. OR Leading a team, workgroup or project evaluating IT systems, software, and/or related processes used in operations, administrative and management activities, processes or procedures to increase the efficiency, effectiveness or productivity. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. BUSINESS PROCESS REENGINEERING - Utilizes methods, metrics, tools, and techniques to analyze and design workflows and business processes within an organization to improve outcomes, customer service, decrease operating costs, increase efficiency and effectiveness of operations, etc. SYSTEMS LIFE CYCLE - Knowledge of systems life cycle management concepts used to plan, develop, implement, operate, and maintain information systems. PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
