Duties
Serves as the Assistant Human Resource Manager (AHRM) of the Human Resources Office at the Bureau of Prisons (BOP) Grand Prairie Office Complex (GPOC). Responsible for the supervision and implementation of a full range of human resources programs and services for employees located at GPOC. Assists the HRM in supervising human resources specialists in the areas of local labor management, disciplinary and grievance procedures, staffing (recruitment, requesting certificates of eligibles, interviewing, and pre-employment processing), classification, employee benefits, workforce projections, pre-employment, career counseling, the performance evaluation and incentive awards programs, time and attendance, leave administration, compensation. Develops a recruitment and staffing plan to identify management’s needs. Responsible for writing and reviewing position descriptions, subject to approval by the Branch Chiefs.

Qualifications
To be considered for the position, you must meet the following qualification requirements: Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Graduate education must demonstrate the knowledge, skills and abilities necessary to do the work of the position. OR Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progress for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
Experience in explaining personnel policies and ensuring departmental compliance with all applicable federal, state, and local laws, rules, and regulations.
Experience in providing advice to management on disciplinary and adverse actions.
Experience in counseling employees regarding retirement planning, Thrift Savings Plan, health insurance, life insurance, and other employee benefits.
Experience with career development including needs assessments, career counseling, and training employees.
Experience in planning immediate and long range staffing needs of an institution.
OR Combination of Education and Experience: Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience.
