The primary purpose of this position is: To serve as a Knowledge Manager and integrator at an agency Direct Reporting Unit (DRU) headquarters in support of agency Operational Test and Evaluation (OT&E) programs.
Duties
Leads planning and coordination of the AFOTEC A-5/8 Information Knowledge Management program and facilitates integration of programs and processes.
Leads the staffing and coordination of HQ AFOTEC Knowledge Management products; develops digital transformation and LVC strategies.
Organizes and leads meetings to develop internal division and directorate operations and processes.
Leads Continuous Process Improvement and Innovation efforts for the Center.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge and experience with program management principles, organizational theory, and practices along with knowledge of standardized administrative practices and procedures to accomplish program analysis, knowledge management, information management, and strategic communications, and integration among disparate processes; knowledge and experience with existing and emerging qualitative and quantitative techniques for applying analytical and evaluative methodologies to conduct studies, identify, interpret, coordinate and analyze data and information related to the assigned area. Training and ability to obtain continuous process improvement and innovation certification; knowledge and experience with theories, principles, and practices to carry out responsibilities for knowledge information capital and systems integration using hyper-text mark-up language (HTML), website construct and design, mobile, digital applications to develop Internet websites and web pages, surveys, network repositories; lead development, testing, execution, implementation, and analysis.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Advanced knowledge of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs in the areas of information management, knowledge management, technical communications, continuous process improvement, and program integration.
Ability to apply expert knowledge of information/knowledge management requirements (e.g., document management, staffing, and coordination) of policies, procedures, rules, guidelines, pertinent laws, instructions, precedents, major issues, program goals and objectives, and administrative operations.
Advanced technical knowledge of hyper-text mark-up language (HTML), website construct and design, mobile, digital application development, deployment, and maintenance; to ensure integrated guidance compliance, data standardization requirements, procedures, projects, documentation, and techniques consistent with government and industry best practices.
Ability to apply advanced digital and networked publications methodologies, techniques, concepts, processes, tools, technologies, and best practices supporting knowledge capital.
Ability to communicate effectively, both orally and in writing, and clearly present issues and recommendations; including ability to establish and maintain effective working relations which foster cooperation, innovation, awareness of individual differences, and teamwork.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
