This position is part of the WAPA-DSW-Desert Southwest. As a Public Utilities Specialist (Contracts & Energy Services), you will be performing developmental tasks that will lead to the full performance of developing, negotiating and administration of contracts.
This is not a remote position. The selectee will be required to be physically present at the Phoenix, AZ duty location.

QUALIFICATION REQUIREMENTS:
For the GS-07 applicants must possess one year of specialized experience equivalent to the GS-05 level. Specialized experience is defined as meeting ALL the following items:
Experience in following written and verbal procedures related to maintaining records, filing, gather data for preparing status reports.
Proficient use of MS Office software and database management.
Experience performing basic research, attention to details, and reviewing legal documents.
Experience writing business emails and correspondence, practicing time management, and excellent writing, punctuation, and grammar skills.
Assisting in researching and developing the implementation of contractual or policy documents.
OR you may qualify for the GS-07 based on education: 1 year of graduate-level education. Graduate education must provide the knowledge, skills, and abilities to perform in the position.
OR you may qualify for the GS-07 based on Superior Academic Achievement: Bachelor's degree with superior academic achievement is defined as:(1) Class standing -- You must be in the upper third of the graduating class in the college, university, or major subdivision based on completed courses, (2) Grade-point average (G.P.A.) -- You must have 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum OR 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum, or(3) Election to membership in a national scholastic honor society -- You are a member of one of the national scholastic honor societies recognized by the Association of College Honor Societies (https://www.achshonor.org/)
OR you may qualify for the GS-07 based on a combination of education/experience: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent.
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-09: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service. Specialized experience for this position must include at least 2 of the 4 of the following:
Experience in maintaining records, filing, conduct research, prepare documents, and gather data for preparing status reports for legal documents.
Experience in 1 of the following: editing, proof reading, or reviewing contractual agreements.
Experience in drafting, reading, and writing informational/explanatory, or narrative documents.
Detail oriented, legal knowledge, familiar with regulation and policies.
OR Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, or LLB or JD, if related. OR A combination of education and experience may be used to qualify for this position.
