The position is in the Workforce Relations Branch (WRB), Division of Human Resource Management (HRM), Office of Information and Resource Management (OIRM) at NSF. The purpose of this position is to serve as a senior advisor and subject matter expert in the Employee and Labor Relations (ELR) Programs by providing authoritative guidance, advice, and assistance to NSF management officials and employees. The incumbent will work collaboratively within the WRB on unique ELR policy situations.
Duties
As a Human Resources Specialist (Employee and Labor Relations), you will perform the following duties:
Serve as a senior advisor and team member to WRB staff providing advisory services on ELR including performance management and recognition program.
Devise ways to improve supervisory support for understanding of policies and approaches to promote acceptable conduct and performance; resolve the more sensitive and controversial cases.
Develop, administer, and evaluate ELR programs' elements in such areas as discipline, adverse actions, administrative/negotiated grievances and appeals, standards of conduct, counseling and referral services, union agreements, collective bargaining agreements, and violence in the workplace programs.
Conduct inquiries as needed to determine case merits and to evaluate soundness of proposed actions.
Design and conduct comprehensive ELR studies covering broadly bounded areas of inquiry.
Through situational and survey analysis, identify broad problem areas, which, due to organizational factors or supervisory-employee practices, contribute to dissatisfactory and improper performance and conduct.
Recommend corrections and improvements in identified areas and assist in implementation of solutions.
Use knowledge of related human resource fields and consult with other HRM staff, as needed, to explore alternatives and to develop constructive and coordinated solutions to complex and sensitive organizational problems.
Ensure the ELR programs are properly integrated with related human resource programs and the operating needs of the agency.
Provide expert management advisory services to NSF operating officials on ELR issues that focus on conduct, discipline, and labor.
Ensure advice and guidance are consistent with applicable OPM regulations, established NSF policies, Collective Bargaining Agreement, and precedent decisions and practices.
Qualifications
To qualify at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 Level in Federal service leading a team and providing guidance, advice, and assistance to management and employees in preventing and resolving a wide range of complex work-related problems. Examples of specialized experience includes serving as a senior level consultant in labor and employee relations programs; leading a team of labor and employee relations staff members; and developing, administering, and evaluating policies and plans on adverse actions, discipline, grievances and appeals, performance management, incentive awards, leave regulations and administration, standards of conduct, counseling and referral services, and employee assistance issues. In addition, the work involves establishing and maintaining effective relationships - including the use of nontraditional collaborative approaches with labor organizations representing Federal employees, negotiating, and administering labor agreements.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
