This position is located in the Indian Health Service (IHS), Office of Human Resources (OHR), Division of Personnel Security and Ethics (DPSE), Personnel Security Branch. The incumbent serves as an agency-wide technical expert on personnel security functions. Provides day-to-day technical advice and assistance on issues related to personnel security policies and in the development of personnel security policies and procedures.

Duties

Determines the suitability and security eligibility of individuals for entry and retention in sensitive and non-sensitive positions by evaluating and determining the sensitivity designation for federal and contractor positions. Determines national security or agency information access requirements in the development and implementation of procedures and criteria for determining the sensitivity of positions and whether special investigation requirements apply. Formulates and recommends personnel security investigative requirements. Participates in the development of agency policy and procedures in personnel security issuances and directives. Implements agency policy and procedures to ensure compliance with personnel security directives from agencies such as the DOD Defense, Counterintelligence Security Agency (DCSA), Office of Personnel Management, and the Department of Health and Human Services (HHS), etc. Reviews, evaluates and adjudicates reports or provides oversight in the review, evaluation, and adjudication of reports of case findings and investigations, personnel files and other records to determine to grant, deny, revoke, suspend or restrict personnel security clearances consistent with national security and/or suitability issues. Interviews applicants to resolve questions concerning derogatory information developed during the investigation, recommends potential for adverse security determinations and employee rights, including working closely with human resources. Prior to adverse employability or security clearance determination, provide a comprehensive, written statement of the reasons why employment cannot be offered, security clearance cannot be granted, or adverse action is being considered. In this capacity, works closely with managers and human resources. Advise management on matters about reinvestigation requirements, personnel assurance programs (i.e., ongoing checks on employee reliability), and related matters concerning the maintenance of current clearances and monitoring the reliability of the work force.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: 1. Experience with eQIP, responsible for PIV Program, suitability practices, providing advice over the most sensitive and controversial suitability matters; policy, preparing detailed written adjudicative analysis, citing applicable provisions of DoD Suitability guidance, and making recommendations accurately balancing the rights of the applicants; 2. Experience applying knowledge of federal regulations, agency policies, management practices, and information technology procedures to administer Personnel Security programs and functions; 3. Experiencing planning, directing and evaluating Administrative Investigative and Ethics Programs; to include matters on; management inquiries, investigations, allegations of impropriety; mismanagement of resources; abuse of authority; and violations of the Standards of Conduct; 4. Experience using personnel security automated systems to ensure operating policies and procedures are compliant with federal and industry standards. You must meet all qualification requirements within 30 days of the closing date of the announcement.
