About the Position: As an Administrative Officer (HRO), you will be providing administrative and logistical support, and planning in support for the Human Rights Office events and select activities sponsoring the Human Rights Initiative (HRI). This position is located at USSOUTHCOM in Miami, Florida. This position is being filled under the Direct Hire Authority for Recent Graduates.

Duties

Provides administrative support in planning SOUTHCOM-sponsored Human Rights Initiative (HRI) execution plan for each fiscal year, including the development of TCA concepts, and all necessary coordination on concepts. Provides administrative and logistical support in the coordination and planning stages and supports execution of Human Rights Office events and select activities under the auspices of the SOUTHCOM-sponsored Human Rights Initiative (HRI). Provides administrative support to HRO serving as property book holder, security manager, DTS reviewer, and other administrative support duties as they arise. Coordinates with the Contracting Office in securing conference space, supplies, transportation, and making lodging arrangements for HRO representatives and event participants. Oversees all administrative requirements for events, such as participant travel, lodging, visas, contracts, debit cards, transportation, catering, and reconciling financial commitments, and post-event assessments. Organizes meetings and video teleconferences (VTCs) on human rights-related issues (i.e. reserving meeting space, coordinating attendance, disseminating materials, and drafting of documents). Supports the planning and execution of special Command events related to human rights, including International Human Rights Day.

Requirements

  • A trial or probationary period may be required in accordance with agency policy.
  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 50% of the time.
  • Fluency in Spanish, Portuguese and/or Haitian Creole is desirable but NOT required.

Qualifications

Who May Apply: To be eligible for consideration you must meet the definition of Recent Graduate as defined below: Recent Graduate: a person who was awarded a degree by an institution of higher education not more than two years before the date of the appointment of the applicant. Exception: For a person who has completed a period of obligated service in a uniformed service of more than four years, the degree may be awarded by an institution of higher education not more than four years before the date of the appointment of the applicant. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes providing administrative support to the Human Rights Office (HRO) regarding sensitive political military issues related to human rights; AND coordinating Human Rights Initiative (HRI) execution plans and events. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Rights, Human Services, Organizational & Social Services. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
