This position is located Budget Execution Division, Financial Management Directorate, Washington Headquarters Services. The Budget Execution Division is responsible for executing the programs and budgets of the Office of the Secretary of Defense, Washington Headquarters Services, U.S. Court of Appeals for the Armed Forces, and Defense Legal Services Agency.

Duties

This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C. Incumbents typical work assignments may include the following: Provides expert advice to program officials and to accountants, budget analyst and other specialist on financial regulations pertinent to systems efforts, program operations and procedures. Conducts evaluations of financial data and reports; presents alternatives to resolving the most complex financial management issues. Analyzes and reconciles all accounts maintained for OSD, WHS, and other Defense Agencies, identifying problem areas and proceeding with follow-up action. Performs an in-depth, rigorous analysis of WHS financial data by employing techniques such as cost-benefit analysis, program and/or financial trade-offs and exploration of available alternative. Interprets financial policy, coordinates and plans financial services and forecasting financial trends and activities, applying advanced analysis techniques to financial data expressed in financial terms which includes detailed review of budget requirements for specific programs

• DOD FMC Level III is a requirement of this position and must be achieved by the incumbent within 2 years of entrance into this position. Incumbent shall adhere to the guidelines and requirements of this certification program

You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience in: 1) Process development and review, to include the ability to design new process where needed and identification of issues and subsequent redesign of existing processes; 2) Analyzing system outputs and regulatory reports to identify abnormal conditions and initiate corrective action; and 3) Developing recommendations on utilization of funds and design management approaches. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
