Duties
The primary purpose of this position is to serve as a Security Cooperation and Partnership Division senior analyst for developing, managing, guiding, and coordinating USNORTHCOM Counter Narcotics plans, analysis, strategies, and related functions for Mexico. The incumbent is a senior planner, analyst, and action officer to the Security Cooperation and Partnership Division Chief and N-NC/J5 Director to build partner capacities (BPC) to conduct traditional military activities and counter Transnational Criminal Organization activities.
Duties:
Demonstrate significant expertise of Command initiatives supporting CDR USNORTHCOM Security Cooperation mission and Transnational Crimin.al Organizations focus area.
Command action officer responsible for the development, coordination, and management of the USNORTHCOM position on and inputs to international Counter Narcotics (CN) planning direction that is internal to the Command.
Translates documents from Spanish to English and vice-versa for use by N-NC/JS; often translates official correspondence from and to the Commander's office.
Provides support for N-NC/JS efforts with the Office of the Secretary of Defense, Joint Staff, other Combatant Commands and Services.

Conditions of Employment Continued:
This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
This is a Language Designated Position. Employee is required to demonstrate Spanish Language Proficiency Level 3 (General Professional Proficiency) in any combination of two or more modalities (listening, reading, and speaking). Employee is required to demonstrate proficiency in Spanish according to the certification schedule found in DoDI 1400.25-v2016, Appendix to Enclosure 3, Foreign Language Proficiency Certification Schedule.
YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
This is a Security Cooperation position due to the nature of the position's duties and responsibilities. Position requires DoD Security Cooperation Workforce Certification. Area of Consideration (AoC) and Level are to be determined by supervisor. Employee must meet DoD Security Cooperation Workforce Certification requirements applicable to the duties of the position. Selectee must meet the designated certification AoC and Level requirement; if not has 1 year (Basic) 2 years (Intermediate-Expert) from Security Cooperation Workforce Development-Database entry date to become certified in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384. Incumbent of this position is required to comply with all Department of Defense and Defense Security Cooperation Agency requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may be subject the incumbent to adverse action. Incumbent is required to maintain 20 hours of professional development continuous learning every two-year period to maintain good standing in the DoD Security Cooperation Workforce Certification Program.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of the relationships among the various Offices of the Secretary of Defense (OSD), U.S. military services (Army, Navy, Air Force, and Marines). defense agencies, and combatant commands involved in international OSD CN training planning, programs, and activities to integrate the commands Theater Security Cooperation (TSC) and Counter Narcotics (CN) efforts across the command to include the staff, special staff, subordinates and components. Ability to plan, organize, and develop studies or projects, and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial resources, and require extensive changes in established concepts and procedures. Skill in designing and conducting comprehensive studies, and developing solutions to broad, important, and severe command operational and contingency areas. Knowledge to gather, assemble, and analyze facts, developing and monitoring fiscal budgets, drawing conclusions, conducting analysis. devising recommended solutions, and packaging the entire process in briefings, papers, or reports suitable for senior USNORTHCOM leadership use and decision-making.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and recent, relevant experience with DOD International Counter Narcotics strategic planning and programs.
2. Skill in oral and written communication skills and demonstrated ability to conduct independent research, filter and synthesize data, and produce clear, logical, and concise products.
3. Knowledge of Traditional Commander's Activities program and events.
4. Knowledge of Mexico, its language, customs, culture, and history as well as current issues facing the U.S. and Mexico.
5. Knowledge of Security Assistance and security cooperation resourcing programs with regard to pertinent laws {Title 10 and 22 US Code), regulations, and policies.
6. Knowledge and understanding of the National Counter Drug Strategy, the National Southwest Border Counter narcotics Strategy, and the Guidance for Employment of the Force, the Joint Strategic Capabilities Plan, periodic Quadrennial Defense Reviews, and related documents.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
