The primary purpose of this position is to serve as a senior Human Resources (HR) Specialist in Classification with responsibility for planning, developing, and carrying out the full range of Air Reserve Technician (ART) position classification and position management advisory services for assigned organizations.
Duties
Responsible for the centralized classification of ART positions and designated civilian positions for serviced organizational areas composed of Headquarters Air Force Reserve, Numbered Air Forces, Flying Wings, Intelligence/Surveillance/Reconnaissance Wing, Cyberspace Wing, Space Wing, Independent Groups, Dependent Groups in Maintenance, Mission Support, Operations, and Medical, and their subordinate structures.
Missions include strategic airlift, tactical fighter, weather reconnaissance, air rescue, and aeromedical evacuation. Many of the ART positions are unique, one-of-a-kind, quasi-civilian/military jobs for which no published standards apply.
Conflicts result from the "merged" civil service and military systems due to differences in assessing work requirements, skill levels and resulting pay/grade/military rank allocations (i.e., Title 5 and Title 10) as well as overlap between the work performed in the civilian capacity and the military role. The uniqueness of ART positions presents problems when providing advice and assistance to field level personnel lists.
Provides position classification services to assigned organizations.
Provides the full range of position management advisory services in dealing with difficult, complex, and often controversial ART and non-ART position management issues.
Participates in special initiatives, studies and projects.
Prepares written correspondence and other documentation, and delivers oral presentations such as briefings, training sessions, consultations and planning sessions with both HQ AFRC and field unit managers and personnel to secure cooperation, resolve controversial matters, and convey information relative to position classification and position management program changes or issues.

GS-11
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes to provide Human staff advisory services. Classifies positions by reference to Office of Personnel Management (OPM) classification standards, precedent-setting appeal decisions, and other guidance; and must often makes fine distinctions in crediting factor levels for positions. Applies knowledge of human resource management to assist and advise on the full range of life-cycle functions and assists management in accomplishing their human resource management responsibilities. Provides technical services on assigned portion of staffing, and human resource development programs. Reviews and analyzes information from CPDs, organizational charts, Joint Manning Document and Unit Manpower Documents to determine solutions for these problems, and advises management of these. Provides advisory services on recruitment and placement and Command reduction actions requiring identification and analysis of management staffing problems, and development of solutions considering the personnel management viewpoint. Utilizes various database applications to create and develop both simple and complex reports to support daily civilian personnel-related work and civilian personnel-related data analysis.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the full range of Federal classification and position management principles, concepts, practices,
and techniques and of the basic relationships of the various HR disciplines.
2. Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative
methods to accurately assess information and make sound decisions involving complex position management
problems.
3. Ability to maintain effective relationships with management officials, supervisors, employees, co-workers and
others, to ensure cooperative resolution of problems and provide effective coordination of activities.
4. Ability to express ideas and concepts in reports and briefings, ensuring understanding and acceptance of findings
in reports of special studies or projects.
GS-12
The primary purpose of this position is:
Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document.
When the supervisor determines that full proficiency has been acquired, a Request for Personnel Action (RPA) will be submitted to the Civilian Personnel Office with an annotation that the incumbent is performing the full range and scope of duties and responsibilities for promotion.
SPECIALIZED EXPERIENCE: Offers authoritative advice and assistance to supervisors and managers to help them achieve the most efficient, effective, and economical usage of human resources in their organizations. Advises management regarding the impact reclassification or restructuring of positions may have on other positions within the organization, manpower requirements, overall organizational structure, and/or financial resources. Coordinates actions with other HR activities, senior management officials, and Budget and Manpower officials. Provides management advisory services affecting organizations with a wide variety of position and personnel actions. Assignments include trouble-shooting complex and sensitive problems and issues requiring a working knowledge of human resources principles, concepts, practices, laws, regulations, and a wide range of analytical methods and techniques to resolve HRM problems not susceptible to treatment by standard methods. Researches and evaluates new or proposed regulations, policies, and/or laws to provide technical guidance and advisory services to senior management officials and other HR specialists on impact to AF and command-wide issues or programs. Initiates SF-52, Requests for Personnel Actions (RPAs) and monitors the status of RPAs via the Defense Civilian Personnel Data System (DCPDS). Reviews requests submitted by management and supervisors for civilian personnel actions to ensure appropriateness prior to continued processing through the base CPS and AFPC.
