About the Position: The Watervliet Arsenal is an Army owned and operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States. It is relied upon by U.S. and foreign militaries to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems.

Duties

Plans and completes special projects and assignments such as fact-finding on unusual, proposed personnel actions. Conducts studies of work processes in various organizations to identify, analyze, and recommend solutions to problems in organization structure and/or workforce utilization. Participates in the development of plans and operating procedures relative to a variety of programs for the organization. Administers or participates in the administration of the financial and civilian personnel management programs. Performs studies related to manpower allocations and utilization, organization control and analysis, and procedures and policy. Performs organization structure, workforce staffing/utilization, and/or space utilization studies or portions of studies for procedural and relationship aspects of the organization to improve the efficiency of internal administrative operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • For the GS-09 Level: This position has a data analytics requirement. The incumbent must meet all requirements for DATACL1i - TACOM D and A Level 1 Certification Requirement within 12 months of being placed on the position.
  • For the GS-11 Level: This position has a data analytics requirement. The incumbent must meet all requirements for DATACL2C - TACOM D and A Level 2 Compiler Certification Requirement within 12 months of being placed on the position.

Specialized Experience: For the GS-09 Level: To qualify, your resume must reflect at least one year of specialized experience which includes: (1) Documenting, researching, and/or analyzing data for evaluation of programs and/or operations; (2) Recommending solutions to problems in an organizational setting; and (3) Utilizing various office automation software programs, tools, and/or techniques to support office operations and produce a variety of documents such as: letters, reports, spreadsheets, databases, and graphs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) For the GS-11 Level: To qualify, your resume must reflect at least one year of specialized experience which includes: (1) Performing organization structure, workforce staffing/utilization and/or space utilization studies to improve efficiency; (2) Planning and/or conducting management surveys or research projects; (3) Assisting in the development of plans and/or operating procedures; and (4) Utilizing various software programs, tools, and/or techniques to perform data analysis, generate reports and visualize data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
