This position is located in the Department of Housing and Urban Development, Assistant Secretary for Policy Development and Research.

Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Grants Management Specialist, you will: Facilitate the administration of grants by: (1) coordinating notices of funds availability (NOFA) and other grants announcements; (2) convening application review panels for evaluation and selection; and (3) assisting monitoring grantees' operations, progress, and budget/expenditures. Negotiate and execute awards and amendments to existing awards. Review recommendations on budget/project modification requests and approves/disapproves recipient budget and project revisions. Maintain the official award file; provide the Government Technical Representative (GTR) with copies of all correspondence issued by the Grant Officer to the recipient. Facilitate partnerships and outreach activities among institutions of higher education, local communities, and local governments to address urban problems.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: evaluating grantee proposals, plans and justifications; including cost factors; AND Negotiating and awarding grant or cooperative agreements; AND Providing technical guidance to internal and external stakeholders on grant administration and Financial policies, procedures, statutes, and regulations; AND Closing out grant or cooperative agreements. Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized Experience for this position includes: evaluating grantee proposals, plans and justifications; AND negotiating and awarding grant or cooperative agreements; AND closing out grant or cooperative agreements. OR Education: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. OR Combination: You may qualify by a combination of experience and education. A combination of successful graduate education and experience may be used to meet total qualification requirements for the GS-11 grade level, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12 you must have been at the GS-11 level for 52 weeks. For the GS-11 you must have been at the GS-9 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
