You will serve as a COMMUNITY PLANNER/BIOLOGIST/ENVIRONMENTAL ENGINEER/PHYSICAL SCIENTIST in the in the Environmental Business Line of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC. This is an Interdisciplinary position and may be filled by any of the following job series: 0020 - Community Planner/ 0401 - Biologist/ 0819 - Environmental Engineer/ 1301 - Physical Scientist. 0819 $93,143 - $120,337 0020/0401/1301 $90,662 - $117,856

Duties

You will manage an organization in compliance with the National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), and Coastal Zone Management Act (CZMA) permits and agreements. You will review Environmental Assessments (EA's) and Environmental Impact Statements (EIS's) to ensure consistency with National Environmental Policy Act (NEPA) directives. You will review plans and specifications to determine permit requirements and evaluate compliance with environmental regulatory requirements. You will write recommendations to resolve significant environmental quality issues or mitigating measures. You will develop or approve scopes of work for the acquisition of contractual support requirements and monitor execution and compliance.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • The incumbent must be able to successfully complete the following training courses within prescribed timeframe: 80 hrs of continuous learning credits are required every 24 months.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing legally and procedurally adequate National Environmental Policy Act (NEPA) documents (e.g. Environmental Assessments, Environmental Impact statements, Records of Categorical Exclusions, special environmental planning studies); 2) Conducting studies of potential environmental impact (e.g. endangered species, biological resources, wetlands and floodplains, air quality, water quality, cultural resources/archaeology); 3) Applying Coastal Zone Management Act requirements to the analysis and evaluation of coastal programs; 4)Managing milestones for environmental studies within tight schedules. Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess the following: For the 0020 - Professional Community Planning Series: successfully complete a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR have a combination of education and experience where you have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and have one (1) year of work experience in community planning acquired under the supervision and guidance of a community planner. OR have a combination of education and experience where courses are equivalent to a major in community planning , urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration; or a combination of related courses totaling at least 24 semester hours in any combination of the listed disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

Education

For the 0401 - Professional Biological Science Series: have a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position. OR have a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.

For the 0819 Professional Environmental Engineering Series: have successfully completed a bachelor's degree (or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration; or (II) Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements above. The courses must be fully acceptable toward meeting the requirements of an engineering program as described above; or (IV) Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology), may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, (e.g., in interdisciplinary positions).

For the 1301 Professional Physical Science Series: have successfully completed a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR have a combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
