You will serve as a SUPERVISORY COMMUNITY PLANNER/ARCHEOLOGIST/BIOLOGIST/ENVIRONMENTAL ENGINEER/PHYSICAL SCIENTIST in the ENVIRONMENTAL BUSINESS LINE, CONSERVATION DIVISION of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.
This is an interdisciplinary position which may be filled by any of the following series: Community Planner (0020), Archeologist (0193), Biologist (0401), Environmental Engineer (0819), Physical Scientist (1301).
Duties
You will serve as the senior management and technical professional responsible for environmental conservation program products and services for supported commands within the NAVFAC Pacific Area of Responsibility.
You will lead a division comprised of three branches of environmental engineers and scientists who specialize in terrestrial, marine and cultural resources, and produce studies, surveys, reports and consultations for supported commands
You will plan, program, budget, and execute environmental conservation requirements including those that support environmental planning.
You will determine the staffing levels based on changing long and short-term project load, and develop hiring strategies and plans to ensure workload is properly executed.

- Selectee must obtain and maintain a current valid United States driver’s license.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- Must be a Professional Engineer as outlined under the Qualifications section (if applying for the 0819 job series).
Qualifications
This position has a selective placement factor for the Environmental Engineer (0819 series) that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license with your application package.
In addition to the Basic Requirements for this position, Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Serving as the authority in identifying, defining, and resolving critical problems of environmental planning and/or conservation programs; 2) Ensuring proper resourcing and execution of plans, programs, and budgets to meet environmental planning and/or conservation requirements; 3) Working with others to create and implement strategic planning, workforce shaping, and transformation plans for environmental planning and/or conservation programs; 4) Leading, guiding, and/or supervising various professionals in achieving environmental planning and/or conservation goals and objectives.
