You will serve as a SUPERVISORY COMMUNITY PLANNER in the Planning, Design, and Construction (PDC) Directorate's Strategic Planning Division (PDC3) of NAVAL FACILITIES ENG COMMAND HAWAII.
Duties
You will actively supervise a technical staff compromised of civilians.
You will find and implement ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building and seek improvements to business practices.
You will identify training needs of subordinates, initiates on-the-job training, recommend formal training necessary, provide coaching and mentoring, and approve Individual Development Plans.
You will develop and support processes for efficient and effective execution of products and services and ensure programmed funds are properly obligated and expended.
You will prepare statements of work and government estimates.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assigning work to subordinates based on priorities while considering the difficulty and requirements of the assignments, the type of work, existing workload, and the capabilities of the employees; 2) Serving as the Command's authority for strategic planning technical support, direction, and expertise; 3) Developing and supporting processes for efficient and effective execution of products and services and ensuring programming funds are properly obligated and expended; and 4) Administering Architect and Engineering (A&E) contracts, including reviewing and evaluating work performed under the contract for accuracy, adequacy, completeness and conformity with the contract and customer requirements. **NOTE** This information must be clearly supported in your resume.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess a bachelor's degree in community planning or related field such as urban affairs, architecture, landscape, architecture, engineering, sociology, geography, economics, political science, or public administration. You must also have at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least one year of work experience in community planning acquired under the supervision and guidance of a community planner.
Or
Have a combination of education and experience with courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
