Duties

You will perform studies on a continuous basis including analysis of obligations and expenditures, expiring appropriations, cost and time growth, construction in progress (CIP) accounts and financial closeout of completed projects. You will coordinate and prepare the current year design spending plan and prior year funding requirements, and review and analyze projected and actual obligations to ensure quarterly fund requests are reasonable. You will perform funds management, exercise funds control to assure costs are within available funds and properly utilized, prepare funding documents and maintain status reports. You will perform continual surveillance of project costs to assure operations are within budget and provide senior management with an overview and status of performance versus established schedules and targets. You will complete reporting required to monitor contracts and coordinate/facilitate problem resolution among facilities managers, contractor management and customers.

Requirements

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Demonstrates in the assistance of assessing planning, designing, and construction for a wide variety of military facilities, environmental, real estate, and civil work projects; applying regulations, directives, and policies on a diverse range of design and construction projects and their individual funding limitations; assist in contracts by interaction and coordinating among Facilities managers, contractor management, and customers. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Oversee the planning, designing, and construction for a wide variety of military facilities, environmental, real estate, and civil work projects: applying regulations, directives, and policies on a diverse range of design and construction projects and their individual funding limitations; monitor contracts by interaction, coordinating, and facilitating problem resolution among Facilities managers, contractor management, and customers. In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on education OR equivalent combination of experience and education as follows:

GS 9:
  • I have successfully completed master's or equivalent graduate degree or
  • I have successfully completed 2 full years of progressively higher level graduate education leading to a master's degree or

  • I have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.

GS 11
