Duties
You will serve as a Program Analyst in the Public Works Division, Facilities Department, responsible for exercising funds control to assure that
costs are within available funds and properly utilized.
You will review, analyze, and evaluate program trends and accomplishments; and evaluate the effectiveness of current and projected programs.
You will coordinate and prepare special and miscellaneous analytical and administrative reports related to the entire life cycle of Military, Environmental, Real Estate and Civil Works projects including contracted support.
You will perform studies in connection with the Public Works, Maintenance; Facilities, Engineering, Acquisition Division (FEAD); NAVFAC HI Project Managers; MCBH Comptroller, Facilities Department Fiscal Branch, on a continuous basis.
You will prepare performance charts, analysis sheets, and executive summaries for Facilities Department management.
Requirements

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Demonstrates in the assistance of assessing the productivity, effectiveness, or efficiency of program operations; AND developing methods to improve the effectiveness in which programs are administered.
GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Demonstrates in the assistance of assessing the productivity, effectiveness, or efficiency of program operations; AND developing methods to improve the effectiveness in which programs are administered.

Education
GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
OR
Possession of an LL.M., if related OR
A combination of experience and graduate education as described above that equates to one year of experience
GS-09:
Successful completion of a master's or equivalent graduate degree OR
Successful completion of 2 full years of progressively higher level graduate education leading to a master's degree OR
